According to the Project on Exploitation of Road Infrastructure Assets approved by the Ministry of Construction, the above 5 expressway projects on the North-South Expressway will collect tolls for 7 years. After this period, the management agency will calculate other infrastructure exploitation and management plans. The Vietnam Road Administration is assigned to collect tolls.

The 4 projects Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet have 4 lanes, have intermittent emergency lanes, do not fully meet the requirements of the Road Law, so the lowest fee is 900 VND/km.

Phan Thiet - Dau Giay Expressway fully meets the regulations on conditions for implementing toll collection (4 lanes, with continuous emergency lanes) and will have the lowest toll of 1,300 VND/km.

Vietnam Road Administration said there are 4 exploitation methods applied to infrastructure assets including: Asset management agency directly organizes the exploitation of road traffic infrastructure assets; transfers toll collection rights; leases the right to exploit assets; transfers the right to exploit assets for a limited period.

Based on the assessment of the advantages and disadvantages of each method, the Vietnam Road Administration proposed that the agency assigned to manage infrastructure assets directly organize the exploitation. The road management agency is completing procedures to build non-stop toll stations on the highway, so the collection time has not been finalized.

Currently, the country has 12 expressways that are represented by the state as owners and directly managed and operated under the management of the Ministry of Construction. In addition to the above 5 projects, 7 expressways are not eligible for collection, including: Hanoi - Thai Nguyen, Lao Cai - Kim Thanh, Cao Bo - Mai Son, Cam Lo - La Son, La Son - Tuy Loan, Ho Chi Minh City - Trung Luong, My Thuan - Can Tho (including My Thuan 2 Bridge). The Vietnam Road Administration said it will study to continue to develop an exploitation project in the next phase.
