Four particularly important policy groups: salary adjustment for teachers of people with disabilities, building safe schools, and rearranging job positions in general schools and preschools will officially take effect from December 2023.
Regulations on salary classification for teachers of people with disabilities

According to the circular, appointment to the professional title of civil servant supporting education for the disabled, code V.07.06.16, for the following 2 cases:

Case 1, the official is working to support the education of people with disabilities but has not been appointed according to the provisions of Joint Circular No. 19/2016 when meeting the standards on training level specified in Point a, Clause 3, Article 3 of this Circular.
Case 2, recruited to the position of civil servant supporting education for people with disabilities after the effective date of this circular and meeting the internship requirements as prescribed.
Teachers appointed to the professional title of civil servant supporting education for the disabled are subject to the salary coefficient of civil servants of type A0, from salary coefficient 2.10 to salary coefficient 4.89 as prescribed.
Reorganizing job positions in high schools
Circular No. 20 providing guidance on job positions, staff structure by professional title and quota for the number of employees in public general education institutions and specialized schools will take effect from December 16.
The list of job positions is divided into 4 groups, including: Group of leadership and management positions (principal; vice principal). Group of specialized job title positions (teacher, education, support for the disabled, ...).
Group of professional job titles (accountant, clerk, cashier, etc.). Group of support and service job positions (security, service, school health, etc.).
Circular adds 1 position of student counselor in high schools to perform tasks related to student counseling in high schools.
This Circular also divides regions to calculate teacher quotas. Based on the regulations on dividing regions, the provincial People's Committee directs specialized agencies to determine commune-level units in each region as the basis for calculating teacher quotas for general education institutions.
In special cases, the number of students per class must be lower or higher than the average level prescribed by the region.
Reorganizing job positions in high schools
Circular No. 19 regulating job positions, staff structure according to professional titles and quotas for the number of employees in public preschools also takes effect from the middle of this month.
Each public preschool will be assigned one principal. The number of vice principals will be implemented according to Decree 120 of 2020 of the Government.
The number of children in a group will be calculated as follows: 15 children/group from 3 months to 12 months old, 20 children/group from 13 months to 24 months old, 25 children/group from 25 months to 36 months old, with a maximum of 2.5 teachers/group.
For kindergarten classes: 25 children/class from 3 to 4 years old; 30 children/class from 4 to 5 years old; 35 children/class from 5 to 6 years old, with a maximum of 2.2 teachers/class.
Schools that do not have enough children to arrange into groups or kindergarten classes according to regulations will calculate based on the average number of children of each age group or kindergarten class.
Regarding the position of supporting education for people with disabilities, educational institutions with less than 20 children with disabilities will be assigned 1 teacher; educational institutions with 20 or more children with disabilities will be assigned a maximum of 2 people. In case there is no staff to support the education of people with disabilities, a labor contract or part-time teacher will be assigned.
Preschools are assigned 2 people to perform accounting, clerical, cashier, and library tasks. Preschools with 5 or more locations or 15 or more groups of children or kindergarten classes are assigned 3 people.
Preschool education facilities must arrange at least 1 contract worker to perform school health duties, at least 1 contract worker to perform security duties, and at least 1 contract worker to perform service duties.
Building safe schools
On December 12, Circular 18 on building safe schools and preventing accidents and injuries in case of implementation took effect.
This Circular provides guidance on the content, measures, inspection and assessment of building safe schools, preventing accidents and injuries in general education institutions, continuing education institutions and the responsibilities of relevant agencies, organizations and individuals.
Results of school safety assessment, accident and injury prevention at 2 levels:
“Pass” Level - at least 80% of criteria are assessed at “Pass”, of which 100% of mandatory criteria must be assessed at “Pass”.
The “Not yet achieved” level is not meeting the above regulations.
The results of the assessment of school safety and accident and injury prevention are one of the criteria for evaluating and recognizing schools that have achieved educational quality accreditation and met national standards according to regulations of the Ministry of Education and Training.
