Building a "refined, compact, strong" Military Region 1 to excellently complete all tasks

Over the years, the Party Committee and Command of Military Region 1 have always thoroughly grasped the resolutions and directives of the Party, the Central Military Commission (CMC), and the Ministry of National Defense ; led and directed the comprehensive implementation of all aspects of military and defense work in the area, successfully completing all assigned tasks. Notably, in the 2020-2025 term, the work of building a "refined, compact, and strong" Military Region in accordance with the resolutions and conclusions of the Party and the CMC has been focused on by the Party Committee and Command of Military Region 1, creating unity in awareness, ideology, determination, and a strict and scientific implementation roadmap.

With the close direction of the Central Military Commission, the Ministry of National Defense and high political determination, the Party Committee and the Military Region 1 Command have arranged, streamlined the staff, and adjusted according to the decision of the Ministry of National Defense, ensuring the balance and relative synchronization between agencies and units, between the regular force and the reserve force. Notably, the number of troops in the agency block has been reduced by 10%; maximum priority has been given to training units and combat readiness (SSCD) units.

In particular, implementing Resolution No. 866-NQ/QUTW dated June 14, 2025 of the Central Military Commission on leadership to continue to reorganize local military organizations to be "lean, compact, and strong" to meet the requirements of tasks in the new situation, Military Region 1 has closely deployed the dissolution of 56 district-level military commands, established 15 regional defense commands under the provincial military commands; merged and reorganized the military commands of Thai Nguyen and Bac Kan provinces into the Thai Nguyen provincial military command; merged the military commands of Bac Ninh and Bac Giang provinces into the Bac Ninh provincial military command. After the merger and reorganization, Military Region 1 still has 4 provincial military commands: Cao Bang, Lang Son, Thai Nguyen, and Bac Ninh. The Party Committee and the Military Region Command have led and directed local military organizations (including provincial military commands, regional defense commands, and Border Guard commands) to quickly stabilize all aspects, operate effectively, and ensure unity with the two-level local government apparatus; create new motivation in performing tasks, and build comprehensively strong agencies and units that are "exemplary and typical"...

In the coming time, the world and regional situation is forecasted to continue to have rapid, complex and unpredictable developments; the Fourth Industrial Revolution continues to develop strongly with many new and modern weapons, as well as new combat methods emerging; hostile forces are intensifying their sabotage against our country's revolution in all fields with increasingly sinister and sophisticated tricks... That context poses increasingly high demands on the Army in general and the Armed Forces of Military Region 1 in particular on military, national defense and homeland protection tasks.

To contribute to building a revolutionary, disciplined, elite, and modern Vietnam People's Army that meets the requirements of the task of protecting the Fatherland in the new situation, the Party Committee and the Military Region 1 Command continue to thoroughly grasp and focus on leading and directing the strict and serious implementation of the Resolution of the 13th Central Committee, Session 8, on the Strategy for Protecting the Fatherland in the new situation; Resolution No. 05-NQ/TW, dated January 17, 2022 of the Politburo; Resolution No. 230-NQ/QUTW, dated April 2, 2022 of the Central Military Commission on leading the implementation of the organization of the Vietnam People's Army in the 2021-2030 period and the following years... Determined to successfully achieve the goal of building a "refined, compact, and strong" Military Region, with comprehensive quality and high combat strength, truly a core force for the entire people in the cause of protecting the Fatherland.

In particular, the entire Party Committee and the Military Region's Armed Forces always uphold the spirit of solidarity and unity, proactively overcome difficulties, actively innovate and create, improve the quality of performing tasks in all aspects of work; first of all, improve the overall quality, combat readiness capability, build a revolutionary, disciplined, "lean, compact, strong" Military Region's Armed Forces, steadily moving towards modernization; successfully implement the Resolution of the Military Region Party Congress for the 2025-2030 term.

Focus on building a revolutionary, disciplined, elite, modern Military Region's armed forces with strong political will, high technical and tactical level, high combat readiness, capable of successfully completing all tasks. Party committees and commanders of agencies and units continue to lead and direct the promotion of innovation, improve the quality of political education, ideological orientation, and build cadres and soldiers with strong political will. The focus is on educating soldiers to firmly grasp Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and viewpoints, the State's policies and laws, and the tasks of the Army, Military Region and their agencies and units. In particular, make all cadres and soldiers clearly recognize the plots and sabotage tricks of hostile forces; regularly inform and orient the troops, especially when facing new, sensitive, and complicated issues; Proactively fight against erroneous, hostile viewpoints, toxic information, and prevent "self-evolution" and "self-transformation" within the organization.

Continuously improve the leadership capacity and fighting strength of Party organizations and Party members; combine the building of strong Party organizations in terms of politics, ideology, ethics and organization with the building of a contingent of cadres with steadfast political and ideological qualities, absolute loyalty to the Party, the Fatherland and the people; proficient in expertise and profession; having scientific working methods and styles; self-discipline and strict organizational awareness; determination to strive, overcome difficulties and successfully complete assigned tasks.

Party committees and commanders at all levels continue to thoroughly grasp the resolutions and directives of the Central Military Commission and the Ministry of National Defense on training. Strengthen innovation in programs, contents, methods, as well as training direction, management and assurance, creating stronger changes in training. At the same time, focus on breakthroughs in key contents, key points, new issues, weak links, and weak aspects. Continue to adhere to the training motto of "basic, practical, solid", attach importance to synchronous and in-depth training, close to reality, tasks, plans, objects, and combat areas, especially defensive operations and border protection. Strengthen the organization of exercises at all levels, combining campaign exercises with tactical exercises; live-fire exercises, comprehensive round exercises, joint military and service operations exercises associated with defense zone operations... Thereby, promptly adjusting and supplementing combat plans and plans; Improve command, direction and coordination capacity for commanders and agencies at all levels.

The Party Committee and the Military Region Command continue to lead and direct agencies and units to strengthen the management of troops, create strong changes in the building of discipline and compliance with military discipline and state laws; resolutely not to let serious violations of discipline occur, affecting the combat strength and the quality and tradition of Uncle Ho's soldiers. Strictly manage the number of troops, weapons and equipment, barracks, and defense land for agencies and units subject to merger, dissolution, transfer, and reorganization; promote innovation in methods of ensuring logistics and technology, improving mobility, meeting the requirements and tasks of training, combat readiness, and expanding forces when situations arise.

Currently, promoting the development of science and technology, innovation and digital transformation is a decisive factor for our country to develop richly and strongly in the new era - the new era of national development. The Party Committee and the Military Region Command have had many policies and solutions to lead and direct the promotion of the application and development of science and technology, promote innovation and digital transformation. Accordingly, cadres and party members, especially key cadres, must take the lead in learning digital skills; effectively implement the "Digital Literacy for the People" movement in the Military Region's armed forces and actively and proactively apply digital technology to perform tasks in all aspects of work.

Building the Military Region 1's armed forces to be "refined, compact, and strong", ensuring comprehensive strength, high overall quality, and high combat power is a central political task, requiring Party committees and commanders at all levels to thoroughly grasp and seriously and consistently implement the guiding ideology: Persistent, resolute, cautious, and democratic; promoting positivity, proactiveness, and creativity in organization and implementation with the highest determination. Thereby, contributing to building the Military Region's armed forces to be truly comprehensively strong, meeting the requirements and tasks of protecting the Fatherland in the new situation.
