The Party Committee of Muong Lay Town focuses on innovating the Party's leadership methods with the activities of the political system, linking Party building work with building a clean and strong political system. Immediately after the congresses, the Party Executive Committee issues working regulations and a full-term working program. Every year, it is specified in the working program of the Executive Committee and the Standing Committee of the Town Party Committee. The working regulations of the Party Committee ensure compliance with the Party's Charter, ensuring the comprehensive leadership role in the fields of socio-economics, national defense - security and Party building. The leadership, direction and working style of the Standing Committee and the Executive Committee have many innovations, effectively resolving the working relationship between the Town Party Committee, People's Council, People's Committee, Fatherland Front and mass organizations. The activities of the Town Party Executive Committee ensure the principles of democratic centralism; collective leadership, individual responsibility; solidarity and unity; strict discipline, order and principles in Party activities.

The Town Party Committee has focused on doing a good job of political and ideological education for cadres, party members and the masses. The Town Party Committee and the Standing Committee of the Town Party Committee have focused on leading and directing the work of disseminating and thoroughly understanding the Party's directives, resolutions, policies and guidelines, and the State's policies and laws to 100% of Party committees, party organizations, cadres, party members and the masses. The work of political theory education and summarizing practices has been given attention; the team of cadres doing ideological and cultural work, the team of reporters, propagandists and part-time lecturers have been consolidated and improved, with increasingly improved quality.

Muong Lay Town focuses on thoroughly grasping and implementing the resolutions and directives of the Central Committee, the Politburo, and the Provincial Party Committee on innovation, restructuring the organizational apparatus, streamlining the payroll, and restructuring the team of civil servants and public employees. After 5 years of implementing Resolution No. 15 - NQ/TU, Resolution No. 16-NQ/TU, the town has reduced 2 school units under the Town People's Committee; merged and established public service units under the Town People's Committee; merged and reduced 11 residential groups and villages. From 2019 to the end of 2022, the Party Committee will pilot the model of merging agencies with similar functions: the Organization - Internal Affairs Committee, the Inspection - Inspection Committee, and the Town Office. The total number of streamlined and reduced payrolls for the entire Party, mass organizations, and government sector by 2022 will reach 15.38% (90/585).

Every year, the rate of party organizations classified as completing their tasks well or better reaches over 94%, with no party organizations failing to complete their tasks. 100% of commune-level governments are clean and strong, and 95% of grassroots political organizations are strong. Organizing training and fostering of cadres in line with the planning and needs of each level and each sector. In the period of 2020 - 2023, the town has sent over 100 comrades for professional, technical and political theory training. Up to now, the rate of leaders and managers from the head of deputy head of department, office and equivalent or higher with postgraduate qualifications is 11.4%; political theory from intermediate level or higher is 90%. Since the beginning of the 2020 - 2025 term, the town has rotated 3 cadres of heads and deputy heads of departments under the town to communes and wards to hold the positions of Party Committee Secretary, Chairman and Vice Chairman of the People's Committee; Rotate 2 comrades of Song Da ward and Na Lay ward secretaries. At the same time, attention has been paid to inspection and supervision work to promptly detect and correct violations, and strictly handle party organizations and party members who violate shortcomings. From 2020 to present, the Town Party Committee has reviewed and enforced party discipline on 7 party members, including expelling 1 party member; reprimanding 6 party members.

Identifying the development of party members as one of the important tasks of Party building, the Muong Lay Town Party Committee has proposed many key solutions, suitable to the local practical situation. In particular, directing the Party Committees and affiliated Party cells to review and grasp the elite masses at the grassroots level, focusing on the number of young people who have completed their military service, students, active and enthusiastic union members in emulation movements... to develop a training plan, creating a source of Party members. At the same time, assigning the target of admitting new party members to each Party Committee and Party cell, including the work of admitting party members in the annual emulation assessment criteria. Since the beginning of the term, the Town Party Committee has admitted 111 new party members (exceeding the congress resolution), bringing the total number of party members to 1,220 comrades; establishing 3 health station Party cells under the Party Committees of communes and wards.

In the coming time, the Town Party Committee will focus on leading the implementation of the goals of the Resolution of the 14th Town Party Congress, which are: Improving the leadership capacity and fighting strength of the Party organization and Party members; expanding the administrative boundaries, building the town to become a type IV urban area by 2025; developing trade - services - tourism, developing agricultural and forestry economy. The Party Committee will continue to promote the combined strength of the great national unity bloc, promote democracy and creativity, improve the quality of activities of the entire political system from the town to the grassroots level; promote political and ideological education; synchronously implement solutions, promote all resources to develop the economy - society, ensure national defense - security.
