Regulation No. 144-QD/TW is a continuation of Ho Chi Minh's thought on revolutionary ethics education and a step to concretize the task of building revolutionary ethics standards set forth by the 13th National Party Congress, which sets out requirements for cadres and party members: patriotism, respect for the people, absolute loyalty to the Party and the Fatherland; bravery, innovation, creativity, integration; diligence, thrift, integrity, impartiality; solidarity, discipline, love, responsibility; exemplary, modest, lifelong self-cultivation and learning.

Regulation No. 144-QD/TW has concise, profound, comprehensive content, both general and topical, contributing to synchronization with regulations on revolutionary ethical standards of cadres and party members; at the same time, it shows consistency and connection with regulations on what party members are not allowed to do, and on setting an example for the Party.

Veteran Party member Nguyen Van Minh commented: Regulation No. 144-QD/TW will be a clear measure to evaluate the behavior of each Party member and cadre; thereby continuously improving themselves.

However, with the dark purpose of carrying out the plot to sabotage our Party and State, right after the Politburo issued Regulation No. 144-QD/TW, hostile political opportunists immediately distorted and denied the contents of the regulation. They brazenly turned black into white, spreading rumors that the Communist Party of Vietnam is "beating gongs and drums to preach morality", "the things in the Regulation are only dogmatic and formal!". Some people even deliberately slandered and distorted that the reason the Communist Party of Vietnam issued Regulation No. 144-QD/TW was because "it saw that the morality and civilization of the past must be replaced by another "revolutionary morality"" and "few people understand the ins and outs of the so-called revolutionary morality... because it is vague, general and relies on many other unclear concepts".

Taking advantage of the situation where some cadres and party members, including high-ranking cadres, have shown signs of moral degradation, violated discipline, and even been expelled from the Party, hostile forces have deliberately accused the Communist Party of Vietnam and its cadres and party members of "morality being foreign"; fabricating and distorting blatantly, regardless of integrity, by claiming that all cadres and party members of the Party are "opportunists and individualists" or that the Communist Party of Vietnam is "an organization of mostly opportunists and criminals, there is no other way to say it!".

More insidiously, they also made slanderous arguments that Regulation No. 144-QD/TW is expected to become a powerful "weapon" for the parties to use to "purge" each other, and speculated that our Party's promulgation of Regulation No. 144-QD/TW is "patching up the lost cause" to "patch up" the "degenerate" and "rotten" cadres and party members.

It can be seen that the arguments that the anti-government and extremist elements are spreading are not new, but the way they post and spread them on social networks is extremely vicious and cunning. From the arguments that distort and falsify the truth, the elements intentionally cause skepticism and confusion among the masses about the Party's personnel work.

They have tried to deepen the shortcomings in the Party's personnel work in recent times, thereby plotting to aggravate the situation and cause internal division. Therefore, in addition to constantly raising vigilance, clearly identifying the plots and sabotage tricks of hostile forces, all classes of people, especially each cadre and Party member, need to uphold their responsibility in the struggle to protect the Party's ideological foundation, clearly grasp the content and meaning of Regulation No. 144-QD/TW, thoroughly grasp and clearly identify this as a step forward of the Party in regulating the revolutionary ethical standards of cadres and Party members to meet the requirements of the new situation.

Reality has proven that it is not only now that our Party has set out standards and regulations on revolutionary ethics for cadres and Party members, but this issue has been mentioned very early, in many documents such as: Article 1, Article 2 of the Party Charter; Regulation No. 37-QD/TW of the Central Executive Committee on things that Party members are not allowed to do; 27 manifestations of degradation in political ideology, ethics, lifestyle and "self-evolution", "self-transformation" specifically pointed out by the Central Executive Committee in Resolution 4 of the Central Committee (term XII) on Party building; Conclusion No. 21-KL/TW, dated October 25, 2021 of the Central Executive Committee of the Party on promoting Party building and rectification and the political system; Resolutely prevent, repel, and strictly handle cadres and party members who have degraded political ideology, ethics, and lifestyle, and who show signs of "self-evolution" and "self-transformation."

On the basis of inheriting the contents of those regulations and conclusions, for the first time our Party has issued specialized regulations on ethical standards for cadres and party members in the new period. With 19 very brief, concise, condensed and specific contents, it has comprehensively covered the contents of regulations for each cadre and party member to implement towards the people, the Party, the Fatherland, as well as specific requirements on the ethical qualities of cadres and party members.

As stated in Clause 2, Article 1 of Regulation No. 144-QD/TW, each cadre and party member must: "Respect, trust, be close to and closely attached to the people. Pay attention to and care for the material and spiritual lives of the people; protect the legitimate and legal rights and interests of the people; create conditions for the people to promote their mastery, rely on the people to build a clean and strong Party and political system. Whatever is beneficial to the people must be done to the utmost, whatever is harmful to the people must be avoided at all costs."

At the same time, it also requires each cadre and party member to: "Build a strong political stance in the face of all difficulties and challenges. Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges, act for the common good, for the country, for the people" (Clause 3, Article 2).

From this, it can be seen that the content of the provisions in the regulations is very clear, inheriting Ho Chi Minh's thought on revolutionary ethics and the Party's previous regulations on Party building and rectification in general and on Party personnel work in particular; at the same time, it also comes from the urgent needs of practice.

As the name suggests, this is a regulation on revolutionary ethical standards for cadres and party members in the new period, so the content of the provisions in the regulation is both inherited and refined; at the same time, there are also supplements and developments to suit the requirements and demands of the new situation. The effort to smear, deliberately fabricate and distort the contents of Regulation No. 144-QD/TW is just "old wine in old bottles" or just "patching up the old", "trying to make do with the new" further shows the ambition and crazy destructive attitude of hostile forces towards our Party and State.

Furthermore, the content of the provisions in the regulations is also very clear and distinct, each cadre and party member can understand to implement, or the people can also understand to monitor the implementation of the Party's regulations by each cadre and party member. Therefore, it is even more impossible to distort the content of Regulation No. 144-QD/TW as dogmatic and empty! Obviously, these are just baseless arguments, deliberately making assumptions to serve dark purposes.

It is necessary to see that Regulation No. 144-QD/TW comes from the urgent requirements and demands of practice. In recent times, in reality, there has been a situation where the moral training and practice of a number of cadres and party members has not been regular; some have degraded in political ideology, morality, and lifestyle; there is still a situation where words do not match actions; there is no compliance with the Party's principles; bureaucracy, corruption, waste, individualism, opportunism, pragmatism, factionalism, causing internal disunity... Some cadres have violated to the extent that they must be disciplined and criminally prosecuted. That greatly affects the Party's cadre work, and risks significantly reducing the people's trust in the Party in general and the Party's cadre work in particular. This is "a short, even very short step" that directly threatens the survival of the Party and the regime as our Party has warned!

Therefore, the issuance of Regulation No. 144-QD/TW by our Party is necessary, demonstrating the Party's great determination in building and training cadres and party members in particular and in the work of building and rectifying the Party in general. This regulation is applied throughout the Party, both for each cadre and party member to "self-reflect" and "self-correct" and also serves as a basis for evaluating cadres and handling erring cadres, regardless of their position or position.

It can be affirmed that Regulation No. 144-QD/TW was issued very promptly, contributing significantly to the consolidation and building of our Party to become increasingly clean and strong in all aspects, and this is a big step forward in building ethical standards for cadres and party members, meeting the urgent requirements of reality.
