In recent times, together with relevant levels and sectors, cadres and people of Gio Quang commune, Gio Linh district have joined hands to effectively carry out site clearance work to speed up the implementation of major projects in the area with many adaptive and effective solutions.

The project to upgrade Road 73 Dong (old) in the area of ​​Gio Quang and Gio Mai communes, Gio Linh district was approved by the District People's Council to adjust the investment policy in November 2021.

Accordingly, the scale of the project was adjusted to 7 routes with a total length of more than 12 km, including a main route of more than 6 km and branch routes. Therefore, the site clearance work to implement the project was prolonged due to the large scope of influence.

Up to now, Gio Quang commune has completed 100% of the site clearance work, striving to complete the asphalt paving of the main road by July 2024. Tan Ky is the village with the largest area of ​​influence with a length of 2 km along the main road of the 73 Dong road upgrade project, but the commune government, party cell, and village cadres have done a good job of propaganda, so the people have agreed to donate land for road construction.

Mr. Hoang Dinh Ky, Secretary of the Tan Ky village Party Cell, said that for many years, people have lived with a damaged and degraded road, making travel very difficult, especially during the rainy season. Therefore, when there was a policy to upgrade the road, most people were very happy and agreed.

To speed up the progress of site clearance, the commune government, together with the village chief, party cell secretary, and village front working committee, actively propagated and mobilized people to donate land, trees, and solid structures such as fences... to widen the road surface.

Many pioneers in donating land, donating trees, and proactively moving tombs for site clearance such as Mr. Nguyen Huu Ut, Hoang Dinh Tho, Ly Ngoc Hao...

In Gio Quang commune, there are currently 3 key projects being implemented, which are the upgrade of Road 73 Dong, the Eastern bypass of Dong Ha city through Gio Linh district, and the Quang Tri Airport project.

For the Eastern bypass project of Dong Ha city, the section passing through Gio Linh district, Gio Quang is the locality with the largest length of influence among the 6 communes and towns.

To date, the commune has handed over nearly 4 km, and is expected to complete the handover of the site in May 2024. With 106 graves and 9 mausoleums affected by the project implementation in the area, Gio Quang commune has made great efforts to do a good job of site clearance and received high consensus from the people.

Many families have proactively moved their tombs to new locations before receiving compensation, demonstrating the consensus of the people so that the province's major projects can be implemented smoothly.

Implementing the Quang Tri Airport project with an area of ​​more than 265 hectares in Gio Quang, Gio Mai, Gio Hai communes of Gio Linh district (not including the military area of ​​more than 51 hectares), Gio Quang commune has 103 hectares affected.

There are 743 plots of land recovered for project implementation, with a total area of ​​265.73 hectares, of which 35 households in Gio Mai and Gio Quang communes must be resettled. There are 84 plots of land of households that must be cleared to hand over for project implementation.

In addition to the affected forest land and perennial crop land, the most difficult problem is that there are 77 graves and 5 mausoleums that need to be relocated. In order to relocate the mausoleums, recently, the Party Committee and the communal government have taken drastic measures to propagate and mobilize to create consensus and sharing among families and clans.

Chairman of the Vietnam Fatherland Front Committee of Gio Quang Commune, Thai Quang Huynh, shared: “There are many difficult stages in the land acquisition and clearance work, of which mobilizing the relocation and exhumation of graves is one of the most difficult stages, not as simple as compensation for agricultural land or other types of land. In the past time, the Party Committee, the government, the Fatherland Front and organizations have focused on mobilizing, propagating and explaining so that people voluntarily comply with the Party's guidelines and the State's policies and laws in project implementation, and do a good job in the land acquisition and clearance work.”

Currently, together with localities in the project area, Gio Quang commune is making efforts to speed up the implementation of land acquisition steps to hand over clean land for the implementation of the Quang Tri Airport project. The commune has completed community consultation, land ownership, and asset inventory on the land.

Through the count, 100% of the people agreed with the inventory data and agreed to hand over the land. The determination of land use origin and population of 84/84 households affected by land acquisition for the construction of Quang Tri Airport has been completed.

“Understanding the concerns of the people, the commune government coordinated with the Gio Linh District Land Acquisition Council to organize many meetings with families and clans whose graves are located within the project land acquisition area to publicize and make transparent the project implementation as well as receive and explain the concerns and recommendations of the people.

Regarding the relocation of tombs, the commune has completed the detailed planning of cemetery land to serve the site clearance work for both the Eastern bypass project and Quang Tri Airport with an area of ​​3 hectares. The commune has proposed that the district should soon make a decision on land prices, unit prices of tombs and graves to apply early prices to affected households.

At the same time, a decision must be made soon to reclaim cemetery land to carry out land reclamation procedures and compensation for site clearance to relocate tombs at the Quang Tri Airport project," said Party Secretary and Chairman of Gio Quang Commune People's Committee Le Van Thong.

To meet the requirements of starting construction of Quang Tri Airport project in June 2024, there are still many tasks that must be done to complete the site handover in May 2024.

Gio Quang, together with other localities of Gio Linh district, continues to focus on promoting information, propaganda, dissemination and legal education, especially the Land Law, and propaganda about the benefits and significance of projects being implemented in the area to raise people's awareness and for people to effectively implement policies and guidelines on compensation and site clearance.

Implement publicly and transparently the compensation and resettlement support policy as soon as there is a decision on land prices and tomb unit prices to create conditions for people to soon stabilize their lives.
