Vietnam is a priority direction in China's neighborhood diplomacy.
According to information from the Ministry of Foreign Affairs, at the talks, General Secretary To Lam believed that the visit of General Secretary and President of China Xi Jinping would become a new milestone in the history of friendly relations between the two Parties, two countries and two peoples.
He emphasized that the Party and State of Vietnam always consider developing relations with China an objective requirement, a strategic choice and a top priority in Vietnam's overall foreign policy.

He said that choosing Vietnam as the first destination of his first foreign trip this year fully demonstrated the great importance that the Chinese Party and State attach to the China-Vietnam relationship and the deep affection between the two countries.
The Chinese leader affirmed that during the visit, he is ready to discuss in depth with General Secretary To Lam and key Vietnamese leaders on directions and measures to consolidate the tradition of friendship. At the same time, he determined the vision for building a China-Vietnam Community of Shared Future with strategic significance according to the "6 more" orientation.
He said that the country recently held a Central Conference on Neighborhood Work. The conference emphasized the vision of building "five big houses" (peace, security, prosperity, beauty, friendship) with neighbors according to the motto of harmony with neighbors, stability with neighbors, enrichment with neighbors, and friendliness, sincerity, mutual benefit, and inclusiveness.
In that spirit, Mr. Xi Jinping affirmed that China persists in its policy of friendship with Vietnam, always considers Vietnam a priority direction in its neighborly foreign policy , and always supports Vietnam's prosperous development and people's happiness.

The two leaders then had in-depth discussions on the situation of each Party and each country, the relationship between the two Parties and countries, and regional and international issues of mutual concern. In particular, the two sides agreed that the relationship between the two Parties and countries has recently made many remarkable developments in the direction of "6 more".
Regarding the direction for developing relations between the two Parties and countries in the coming time, the two sides agreed to maintain regular high-level exchanges and upgrade the strategic dialogue mechanism between the Ministries of Foreign Affairs, National Defense and Public Security to the ministerial level.
In addition, strengthen substantive cooperation in various fields, establish a Railway Cooperation Committee between the two governments to promote railway cooperation . At the same time, well organize the activities of the "China-Vietnam Year of Humanitarian Exchange 2025", consolidate the social foundation as well as coordinate multilaterally more closely, control and satisfactorily resolve disagreements.
General Secretary To Lam suggested that the two sides maintain regular strategic exchanges, strengthen cooperation between the two Parties and in key areas, often diplomacy, defense, and security.
He also asked China to promote strategic transport infrastructure connectivity, provide the best incentives in terms of preferential loans, technology transfer and human resource training, and make the greatest efforts in implementation to ensure the progress of the Lao Cai - Hanoi - Hai Phong railway project.
The General Secretary suggested that the two sides promote cooperation in digital transformation and science and technology to become a new "bright spot" in Vietnam-China relations, and strengthen cooperation in key technology fields.
Economically, promote more balanced trade, higher quality investment, focus on implementing large and typical projects and works in Vietnam, and support Hanoi and other large cities to solve air pollution problems.

The General Secretary also hopes that both sides will consolidate a solid social foundation, step up propaganda and education among the people, and organize theoretical seminars between the two Parties this year.
Regarding humanitarian cooperation, he proposed promoting cooperation in the field of education, especially training high-quality human resources in all fields, including basic sciences and new strategic high-tech industries to effectively serve the process of building new quality production forces; and encouraging more and more tourists to travel to the other country.
Strengthening production and supply chain cooperation
Agreeing with and appreciating the proposals of General Secretary To Lam, General Secretary and President of China Xi Jinping suggested that the two sides persistently deepen strategic trust, deepen exchanges of experience in state management, enrich socialist theory and practice, and firmly promote the socialist cause of the two countries.
In addition, it is necessary to effectively implement the cooperation connecting the "Belt and Road" Initiative with the "Two Corridors, One Belt" Framework. He also welcomed more Vietnamese goods to be exported to the large Chinese market and encouraged more Chinese enterprises to invest in Vietnam.
The Chinese leader also proposed strengthening cooperation in production and supply chains, expanding cooperation in high-tech fields such as 5G, artificial intelligence, the Internet of Things, semiconductor chips, green development, and transforming scientific and technological innovation into real productivity.

Regarding humanistic exchanges, Mr. Xi Jinping suggested that there should be rich and diverse forms of implementation, organizing friendly exchange activities, and better telling the story of friendship between the two peoples. In the next 3 years, China will invite Vietnamese youth to participate in the Red Journey to study the revolutionary history of the two countries.
Discussing cooperation at multilateral forums, General Secretary and President of China Xi Jinping hopes that the two sides will strengthen judicial cooperation and law enforcement within the framework of Mekong-Lancang cooperation.
The two sides’ senior leaders agreed to direct sectors and levels to actively seek effective methods and measures to satisfactorily resolve disagreements and promote cooperation in line with the new level of Vietnam-China relations on the basis of international law. At the same time, they strictly adhere to the consensus between ASEAN and China in implementing the DOC and promoting the achievement of a substantive and effective COC in accordance with international law and the 1982 United Nations Convention on the Law of the Sea.
45 documents signed
After the talks, the two leaders of Vietnam and China reviewed and listened to the introduction of 45 cooperation agreements in many fields signed between ministries, sectors and localities of the two countries, demonstrating the rich and comprehensive achievements that both sides achieved during this visit.
On the same evening, General Secretary To Lam and President Luong Cuong held a solemn reception to welcome General Secretary and President of China Xi Jinping on a state visit to Vietnam.
