The 2024-2025 school year is the first year that 12th graders complete the 2018 General Education Program with fundamental changes from a content-oriented program to a program oriented to developing students' qualities and abilities.

Therefore, the Ministry of Education and Training has issued a document guiding the organization of high school graduation exams for the 2024-2025 school year to the Departments of Education and Training.

In order to promptly organize teaching and training for 12th grade students participating in the 2025 High School Graduation Exam, the Ministry of Education and Training requests the Departments of Education and Training to advise the People's Committees of provinces and centrally-run cities to establish a Provincial Steering Committee for the exam to prepare well for the exam organization; printing and copying of exam questions; invigilation; grading; review and appraisal; consideration and recognition of high school graduation and issuance of certificates of completion of general education programs according to regulations.

The Departments of Education and Training direct high schools and continuing education institutions in the area to proactively review, supplement, and adjust the educational plans of schools and centers (if necessary) according to the Ministry's instructions, ensuring the completion of the program progress according to the school year schedule. Students are able to study the correct and sufficient subjects and educational activities and meet the requirements of the program; promptly detect and strictly handle the cutting of the program of subjects.

Schools continue to effectively assign teachers to ensure the prescribed teaching hour quota; prioritize appropriate assignments for final-level teachers to have maximum time to support students in reviewing for entrance exams and graduation exams according to the school's education plan; encourage teachers to exploit and use review software and websites to provide review materials, online testing and assessment, and manage students' review.

Departments of Education and Training coordinate with local television stations to conduct special topics on review for final year students and support students in self-study via television. In addition, schools increase personalization in teaching and review activities for students, guide students in learning methods, self-study, and knowledge search; increase the application of information technology in management and organization of testing, and evaluation of students' review results.

Schools also need to review and classify students' levels (achievement levels) to have plans to arrange classes and assign teachers according to the subjects to organize review and training. Review for entrance exams is only organized for students in need, not organized indiscriminately, not for the right subjects, ineffective, causing waste.

Schools organize self-study sessions for students to enhance their self-study capacity based on teachers' guidance; arrange a reasonable schedule so that students who are workers and those studying two programs can enhance their review for the 2025 High School Graduation Exam.

Educational institutions shall familiarize grade 12 students with the exam format announced by the Ministry of Education and Training and the exam organization method; organize for administrators, teachers and grade 12 students to study and research the Regulations on High School Graduation Exams to ensure quality and effectiveness in order to help administrators, teachers and students participate in the exam seriously and safely.

The organization of mock exams for high school graduation exams at school and provincial levels (if any) must be suitable to the actual conditions of the school and locality, based on the spirit of voluntary registration of students, ensuring savings, efficiency, and compliance with regulations.

The Ministry of Education and Training requires strengthening inspection and examination to promptly detect, rectify and have appropriate support solutions for educational institutions that are still facing difficulties in the implementation process; promptly detect, commend, reward and replicate examples of collectives and individuals who are dedicated, enthusiastic and wholeheartedly devoted to students.

The Ministry of Education and Training requests that the Departments of Education and Training strengthen the direction of high schools and continuing education institutions in the area to implement the above contents, identifying this as the responsibility of schools to help students meet the requirements for each subject of each grade according to the regulations of the 2018 General Education Program, promptly reporting to the Ministry of Education and Training any problems and difficulties in the implementation process.
