The project still has 85 households that have not agreed to receive compensation, which has affected the construction progress.
On March 11, Mr. Le Van Loc, Vice Chairman of Ben Luc District People's Committee, Long An Province, said that in the project to upgrade provincial road 830E, the locality is responsible for paying compensation and handing over the site to the contractor.
An Thanh Bridge, part of the provincial road project 830E, is basically completed but there are still problems with land clearance on both ends of the bridge.
Accordingly, the project affected 878 households with an area of over 40 hectares. The Ben Luc District Construction Investment Project Management Board coordinated with communes to pay compensation to 793 households with a total amount of over 1,444 billion VND, reaching over 93%.
There are still 85 households with an area of 3.48 hectares that have not agreed to receive compensation. The reason is that people are still complaining about the price and are stuck with legal procedures. In addition, the resettlement area invested by the Provincial Center for Land Fund Development and Natural Resources and Environment Services has not built infrastructure and is not qualified to arrange plots.
Faced with these difficulties and problems, the District People's Committee assigned the People's Committees of communes and towns to set up teams to focus on propagating and mobilizing people to receive compensation and hand over land. At the same time, the dossier was consolidated to prepare for compulsory land recovery according to regulations.
According to Mr. Vo Minh Thanh, Director of the Department of Agriculture and Environment of Long An province, the implementation process has adjusted the scale and capital source of the section through the expanded Phuc Long industrial park, so the site clearance for the resettlement area is slower than planned. The department is urging the design consultant to complete the resettlement area drawings, then approve and organize the bidding, striving to complete the handover of the land lots by October.
Leaders of the Provincial Party Committee and People's Committee of Long An province often inspect the provincial road 830E project to promptly remove obstacles.
According to the Long An Provincial Investment and Construction Project Management Board, the provincial road 830E project started construction on April 21, 2023, with a total investment of VND 3,707 billion. The length is more than 9.3km, starting at the intersection of Ho Chi Minh City - Trung Luong Expressway in An Thanh commune, Ben Luc district, the end point connects to provincial road 830 in Long Dinh commune, Can Duoc district.
Phase 1 invests in two parallel roads along the route, each parallel road consists of two mixed lanes 7m wide and one non-motorized lane 2.5m wide. The road connecting to Provincial Road 830 has a complete scale of 6 lanes with a 30m wide roadbed. The total investment is over 1,213 billion VND.
Of which, the section through Ben Luc district is nearly 6km long. The section through Can Duoc district is more than 3km long with 155 households affected. However, the Provincial People's Committee has agreed not to carry out site clearance for this section.
Despite the land acquisition issues, contractors are urgently constructing the handed-over locations. Up to now, the construction progress of the packages has reached over 51%, striving to complete and put into operation by the end of this year.
