On April 12, information from the Nghe An Department of Home Affairs said that the department had sent documents to the Department of Finance to appraise the list of 60 people retiring before the retirement age according to Decree 178, then submitted it to the Nghe An Provincial People's Committee for approval.

The total budget for this period is more than 75 billion VND, of which the Party and mass organizations have 34 people with a total budget of more than 50 billion VND; the State has 26 people with a total budget of about 24 billion VND.

Thus, if approved, on average each civil servant and public employee in Nghe An who retires before the age according to Decree 178 will receive about 1.25 billion VND.

In this list, the person proposed to receive the highest amount of more than 2.46 billion VND is Mr. Thai Son - 58 years old, former head of the Propaganda Department of Yen Thanh District Party Committee.

According to records from Yen Thanh District Party Committee, before retiring, Mr. Son had a salary of more than 26.7 million VND/month, participated in compulsory social insurance for 33 years and 9 months and retired 4 years and 7 months early.

Mr. Son received the retirement decision from March 1, when Yen Thanh district merged the District Party Committee's Propaganda Department and the District Party Committee's Mass Mobilization Department into the Yen Thanh District Party Committee's Propaganda and Mass Mobilization Department.

An official from the civil servant department of Nghe An Department of Home Affairs said that based on the current monthly salary, the number of years of work and social insurance contributions, and the number of months of early retirement, the unit has made a list of proposals for early retirement benefits for officials "calculated correctly and fully" according to Decree 178.

Among them, Mr. Son also received a Party Committee allowance and had the longest early retirement period in this period.

In his speech when the Propaganda Department and the Mass Mobilization Department of Yen Thanh District Party Committee merged, Mr. Son said that his decision to voluntarily retire early stemmed from three key factors: first, he agreed with the policy of streamlining the apparatus, emphasizing improving operational efficiency instead of just reducing the number.

Second, in response to the need for innovation, the field of propaganda and mass mobilization needs a generation of young cadres who dare to think, dare to do, be creative and make breakthroughs.

Third, the support policies of the Party and State helped him feel secure when leaving the apparatus, making way for the younger generation with enough strength, talent, heart, and vision to realize their aspiration to develop their homeland and country.

Ms. Tran Thi Binh - Secretary of Yen Thanh District Party Committee - said that when the Propaganda Department and the Mass Mobilization Department are merged, there will be a surplus head of department.
