
To speed up the progress of allocation and disbursement of capital plans for national target programs, ensure 100% disbursement of capital in 2024 and promptly resolve problems in the implementation process, the Provincial People's Committee requests Directors of the Departments of Agriculture and Rural Development, Labor, Invalids and Social Affairs, Heads of the Ethnic Minorities Committee, and Chiefs of Offices of Provincial National Target Program Offices to urgently review the allocation and disbursement of investment capital sources, regularly managed by their units.
On that basis, develop a detailed inspection plan for the implementation of national target programs in the assigned areas for capital plans of relevant departments, branches and localities.
Require specific inspection content on the development of detailed plans for implementing each sub-project and project according to the allocated capital source (career source and investment expenditure in 2024); plan for disbursement of capital sources for 2022 and 2023. The inspection time is no later than April 15, 2024 and the results are summarized and reported to the Provincial People's Committee (through the Department of Planning and Investment) for monitoring and direction.
The Provincial People's Committee also requested the Department of Planning and Investment to preside over and coordinate with the Department of Finance and relevant units to urge and monitor the implementation of the inspection plan of the units and the implementation results to synthesize and report to the Provincial People's Committee for monitoring and direction. The Provincial State Treasury coordinates and provides data to the Department of Agriculture and Rural Development, the Department of Labor, Invalids and Social Affairs, and the Ethnic Minorities Committee to compare the allocation and disbursement data with departments, branches and localities.
