According to the report of the People's Committee of Dong Giang district, the total public investment capital allocated by the locality in 2024 as of August 31 was more than 320.6 billion VND/more than 322.4 billion VND, reaching 99.42%; the remaining amount not eligible for allocation was nearly 1.9 billion VND (capital for the national target program on new rural construction, completing investment procedures).

By the end of August 2024, Dong Giang district had disbursed more than 117.1 billion VND out of a total of more than 320.6 billion VND of the public investment capital plan for 2024, reaching 36.53%. Of which, the capital from 2023 transferred to 2024 was more than 99.3 billion VND, disbursed nearly 49 billion VND, reaching 49.24%; the capital for 2024 was nearly 221.3 billion VND, disbursed more than 68.2 billion VND, reaching 30.83%.

The leaders of Dong Giang district acknowledged that in the past, the participation in directing, operating and organizing the implementation of national target programs in communes and towns of the district has not been really drastic and synchronous. The roles, responsibilities and capacities of agencies, units and investors assigned to manage, monitor and implement the contents and projects of the programs still have many limitations and shortcomings. The coordination between levels and sectors; between program owners and investors, between Party committees, authorities, Fatherland Fronts and mass organizations in communes and towns is not close, especially in the work of periodic information and reporting according to regulations.

Notably, Resolution No. 111 of the 15th National Assembly was issued on January 18, 2024, but it was not until August 27, 2024 that the Provincial People's Committee decided to allocate and adjust capital, making it extremely difficult for the district to prepare and approve documents, implementation plans and disburse funds on schedule in accordance with the direction of the Provincial People's Committee.
