
REDUCE TIME AND COST OF ADMINISTRATIVE PROCEDURES
Nghe An Provincial People's Committee has just issued an Official Dispatch emphasizing the contents of implementing tasks, key solutions and directions for administrative reform work points in 2024 to directors of departments, heads of provincial-level departments and branches and chairmen of People's Committees of 21 districts, cities and towns in the province.
Accordingly, implementing Report No. 02-BC/BCĐ dated January 26, 2024 on the results of activities in 2023, a number of tasks and solutions in 2024 and Official Dispatch No. 05-CV/BCĐ dated January 25, 2024 on directing the administrative reform (AR) work points in 2024 of the Provincial PAR Steering Committee and to improve the quality and effectiveness of the province's PAR work in 2024, the Provincial People's Committee requests:
Directors of departments, heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns focus on leading and directing the overcoming of shortcomings and limitations in administrative reform work of units and localities in 2023, promoting comprehensive and synchronous implementation of 6 contents on administrative reform; increasing priority of resources to promote effectiveness and efficiency in administrative reform work;
The Provincial People's Committee requested to continue to drastically reform administrative procedures, creating the "best, fastest, most favorable" conditions for businesses when investing in Nghe An; reform administrative procedures in the direction of simplifying, reducing time and implementation costs, especially administrative procedures related to people and businesses, focusing on a number of key areas such as: Land, investment, construction, social security...
In 2022 and 2023, Nghe An ranked in the top 10 localities attracting the largest foreign direct investment in the country. Specifically, in 2022, with nearly 1 billion in FDI capital, Nghe An ranked 10th out of 63; in 2023, the province in the North Central region entered the "billion-dollar FDI attraction club" for the first time with a capital exceeding 1.6 billion USD, ranking 8th out of 63. In 2024, Nghe An aims to maintain its position in the top 10 localities nationwide in attracting FDI.
The Provincial People's Committee also requested provincial departments, branches and sectors; People's Committees of districts, cities and towns to continue to effectively implement the reform of the State administrative apparatus. Focus on directing the completion of regulations on assignment and decentralization, and step up supervision, inspection and examination after decentralization.
Effectively implement Decree No. 29/2023/ND-CP dated June 3, 2023 on streamlining staff; Resolution No. 117/NQ-CP dated July 30, 2023 of the Government promulgating the Plan to implement the arrangement of district and commune-level administrative units for the period 2023-2022.
Continue to effectively implement the mechanism of autonomy and self-responsibility in State administrative agencies and public service units; promote the disbursement of public investment capital; effectively arrange public assets after merging district and commune-level administrative units.
Focus on leading and directing the construction and development of e-government and digital government, promoting the digitization of archives, records, and business processes; electronic authentication, developing digital database systems to serve state management and provide comprehensive online public services;
Strengthening administrative reform inspection and public service inspection to enhance discipline, order, and the role and responsibility of heads of state administrative agencies at all levels.
SELECTING 7 UNITS TO DIRECTION ADMINISTRATIVE REFORM POINTS IN 2024
For 7 units and localities selected by the Provincial Steering Committee for Administrative Reform to direct the 2024 administrative reform work points, including: Southeast Economic Zone Management Board, Department of Justice, Department of Transport, People's Committee of Hoang Mai town, People's Committees of Do Luong, Nghia Dan, Hung Nguyen districts, the Provincial People's Committee requests the heads of agencies and units to focus on directing the effective implementation of the contents selected by the Provincial Steering Committee for Administrative Reform to direct the points at agencies and units in accordance with the spirit of Official Dispatch No. 05-CV/BCĐ dated January 25, 2024 of the Provincial Steering Committee for Administrative Reform.
Timely provide information, reports, and seek direction from members of the Provincial Steering Committee for Administrative Reform assigned to monitor and direct units to effectively implement assigned tasks.
Every 6 months and at the end of the year, agencies and units prepare reports on the implementation results of each specific content selected by the Steering Committee to direct their units. Evaluate the results achieved, difficulties, obstacles, recommendations and proposals to the Provincial Administrative Reform Steering Committee.
The Provincial People's Committee assigns the Department of Home Affairs to urge, monitor, and inspect departments, branches, and localities in the implementation. Synthesize and report the implementation results and integrate them into the Provincial People's Committee's quarterly, 6-month, and annual periodic administrative reform reports.
At the same time, request Directors of departments, heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to direct and strictly implement the above contents.
Nghe An is the first locality in the country to establish a Steering Committee for Administrative Reform headed by a Party Secretary. At the provincial level, the Provincial Steering Committee for Administrative Reform headed by Provincial Party Secretary Thai Thanh Quy was established under Decision No. 1830-QD/TU dated March 6, 2023 of the Provincial Party Standing Committee.
In 2024, the Steering Committee for Administrative Reform of Nghe An province determined the motto of action for administrative reform work as "Choose key tasks - Take decisive action".
