The Provincial People's Committee has just issued a document responding to the petition of Ha Tinh voters sent before the 5th Session of the 15th National Assembly. The Provincial National Assembly Delegation requested agencies and localities to promptly inform voters.

The Provincial People's Committee responded to the petition of Ha Tinh voters sent to the National Assembly.

Voter Nguyen Thanh Van - Secretary of the Party Cell of Trung Chau village (Ho Do commune, Loc Ha district) gave his opinion at the meeting with provincial National Assembly delegates.

Question 1: The water supply project for Vung Ang Economic Zone, Rao Tro reservoir project has been implemented since 2011. Up to now, the policies and support mechanisms according to the province's regulations have expired (Resolution No. 34/2012/NQ-HDND of the 16th Provincial People's Council). The policies for people in some villages in the two communes of Ky Tay and Ky Thuong, Ky Anh district have not been completed or implemented. It is requested that the province promptly support the cost of compensation and support for site clearance of the project (voters of Ky Anh district).

Answer: The Vung Ang Economic Zone Water Supply Project aims to ensure water supply for the entire Vung Ang Economic Zone with a capacity of 762,000 m3 /day and night; stable irrigation for 1,335 hectares of agricultural land and 300 hectares of aquaculture; flood reduction for the downstream area of ​​the project; contributing to the sweetening of Tri River and Quyen River; improving the ecological environment, including returning the environment after the Lac Tien dam in the dry season with a minimum flow of 2.1 m3 /s. This is a multi-purpose project with many complex contents related to technical characteristics, capital sources, policy mechanisms, investment forms, etc.; The project has been implemented for a long time but some items are still unfinished, especially compensation, support, and site clearance for Rao Tro reservoir items.

Up to now, the project has exceeded the time limit for applying the support mechanism from the State budget to carry out compensation, site clearance and resettlement work, so there is no basis for continuing to advise on capital allocation. To solve this problem, the Provincial People's Committee has assigned the Department of Finance to draft a resolution of the Provincial People's Council on the policy of supporting compensation, site clearance and resettlement of the project, expected to be submitted to the Provincial People's Council for consideration and approval at the upcoming thematic session. After the new policy is issued, the Provincial People's Committee will promptly balance and allocate funds to complete the compensation and site clearance work of the project.

Question 2: Stone mining at Nam Gioi Mountain (Thach Ha) affects the landscape, causes sedimentation at Cua Sot Fishing Port and pollutes the environment. Request to review and direct the cessation of stone mining at Nam Gioi Mountain (Loc Ha district voters).

Answer: At Nam Gioi Mountain (Thach Ha), there are 2 units licensed to exploit stone: Thach Hai Stone Exploitation and Processing Joint Stock Company, licensed by the Provincial People's Committee for mineral exploitation No. 1442/GP-UBND on June 7, 2016, with a 5-year exploitation period, which has now expired. The Provincial People's Committee has directed the Department of Natural Resources and Environment to coordinate with relevant departments, branches and localities to conduct field inspections and accept the results of the Nam Gioi quarry closure project. The results of the report are as follows: the rocks hanging on the slopes have been removed; the ground has been filled, the ground leveled and trees planted to restore the environment of the quarry surface (except for the area of ​​1 lake that the Company has fenced with barbed wire to store water for agricultural production and to prevent forest fires as proposed by the People's Committee of Thach Hai commune in Official Dispatch No. 06/UBND dated February 22, 2022); Dismantled the crushing and screening station, the weighing station, leveled the processing area and auxiliary area, and planted trees to restore the environment in the entire auxiliary area and processing area; installed barbed wire fences, repaired the mine access road, and installed safety signs.

Currently, the Provincial People's Committee is considering the decision to close the Nam Gioi Mountain construction stone quarry, Thach Hai commune, Thach Ha district of Thach Hai Stone Mining and Processing Joint Stock Company (based on the proposal of the Department of Natural Resources and Environment with Document No. 2642/STNMT-KS dated June 29, 2023) to hand over the land to the locality for management and use in accordance with regulations.

Ha Tinh Construction Joint Stock Company I was granted Mineral Exploitation License No. 546/GP-UBND by the Provincial People's Committee on February 27, 2014, with an area of ​​14.3 hectares, for a term of 15 years. The project's environmental impact assessment report was approved by the Provincial People's Committee in Decision No. 2747/QD-UBND dated September 4, 2013. According to the inspection results on November 4, 2022 of the Interdisciplinary Inspection Team (established under Decision No. 311/QD-STNMT dated May 31, 2022 of the Director of the Department of Natural Resources and Environment) at Nam Gioi Mountain Quarry, it shows that: Ha Tinh Construction Joint Stock Company I has implemented environmental protection measures, such as: arranging a place to collect hazardous waste, watering to suppress dust in places where a lot of dust is generated, planting trees around the mining area and transportation route, building a ditch to collect overflowing rainwater and a settling pit, periodic environmental monitoring in 2022 (through review, the monitoring results are all within the allowable limits); in the quarry area, there are no landslides or landslides, and there are no signs of impact on the sedimentation of Cua Sot Fishing Port. However, the quarry area is near the temple of Chieu Trung Dai Vuong Le Khoi (about 800m away), so it also affects the natural landscape.

During the mining operation, Ha Tinh Construction Joint Stock Company I had some problems and violations. The Provincial People's Committee issued Document No. 1743/UBND-NL2 dated April 23, 2015 on stopping the mining activities of a part of the area (7ha) due to violations of regulations on mineral activities; issued Inspection Conclusion No. 126/KL-UBND dated April 13, 2018 on the licensing process and stone mining activities at Nam Gioi Mountain quarry. However, the Company has not complied with Conclusion No. 126/KL-UBND dated April 13, 2018 and is appealing to the Ministry of Natural Resources and Environment. Accordingly, the Ministry of Natural Resources and Environment established a verification team in Decision No. 517/BTNMT-KS dated March 25, 2021 and conducted an examination and verification of the complaint content, collected information related to the above Nam Gioi mountain quarry to synthesize and resolve the complaint, but so far there have been no results.

After receiving the results of the complaint settlement from the Ministry of Natural Resources and Environment, the Provincial People's Committee will direct the Department of Natural Resources and Environment to coordinate with relevant units to advise on handling in accordance with current regulations.

Question 3: The lives of people in 6 coastal communes of Thach Ha district are currently facing many difficulties due to the impact of the Thach Khe iron mine exploitation project. Water sources for daily life and drinking are not guaranteed, and some places are contaminated with salt water. We request the province to pay attention and support investment in a centralized clean water supply system for these localities (voters of Thach Ha district).

Answer: The Thach Khe iron ore mining and processing project is located in 5 communes of Thach Ha district, Ha Tinh province, including: Thach Hai commune, Thach Khe commune, Dinh Ban commune, Thach Tri commune and Thach Lac commune. The project is invested by Thach Khe Iron Joint Stock Company, which has been testing technology and stripping the topsoil from 2008-2011; mining activities have stopped since July 2011 according to the conclusion of the Prime Minister in Official Dispatch No. 164/TB-VPCP dated July 11, 2011.

To ensure water supply for people in the area, the Provincial People's Committee has directed departments, branches, localities, and Ha Tinh Water Supply Joint Stock Company to study the policy of establishing a water supply project to serve households in the area affected by the exploitation of Thach Khe iron mine in Document No. 3907/UBND-XD 2 dated December 15, 2009 and approved the investment project in Decision No. 2290/QD-UBND dated August 10, 2010 with capital from Thach Khe Iron Mine Joint Stock Company and other legal capital sources. However, due to the suspension of the Thach Khe iron mine exploitation project, the project has not been completed; people in the project area have not been able to use clean water from the centralized water plant; especially people in 6 coastal communes of Thach Ha district, which are being affected by the source of domestic water due to groundwater depletion, alum and salinity.

To solve the above problem, in the past time, the Provincial People's Committee has invested and put into use the water supply network projects of Thach Khe commune (in Decision No. 3256/QD-UBND dated October 30, 2018), upgraded the clean water supply system of Dinh Ban commune (in Decision No. 3189/QD-UBND dated September 22, 2020), Thach Ha district to supply water to people in Thach Khe commune and part of Dinh Ban commune; directed the People's Committee of Thach Ha district to support funding for the People's Committee of Thach Tri commune to build a water supply project for 60 households with saline water sources in Dai Tien village, Thach Tri commune; assigned Ha Tinh Water Supply Joint Stock Company to implement the project of Developing the water supply system of Ha Tinh city and surrounding areas in Document No. 1505/UBND-XDi dated April 2, 2023 of the Provincial People's Committee; At the same time, propose the Ministry of Planning and Investment to consider supporting capital from the central budget to invest in the construction of the coastal water supply project in Thach Ha district (including the communes of Thach Thang, Thach Hoi, Thach Van, Thach Lac, Thach Khe and some villages of Yen Hoa and Cam Duong communes) in Official Dispatch No. 3991/UBND-NL5 dated June 24, 2021.

However, because the central budget has not yet been allocated for support, and the local budget is still limited, it has only partially met the clean water needs of people in 6 coastal communes of Thach Ha district. In the coming time, the Provincial People's Committee will continue to direct Ha Tinh Water Supply Joint Stock Company to speed up the implementation of the project to develop the water supply system of Ha Tinh city and surrounding areas (in Document No. 1505/UBND-XD1 dated April 2, 2023), including investing in the main transmission pipeline to provide enough water for the coastal communes of Thach Ha district and assigning the Thach Ha District People's Committee to study and propose a suitable plan to deploy investment in distribution pipelines and services to households.

Question 4: Proposal to invest in the route from Provincial Road 553, Huong Khe district to Cam Xuyen district, Ha Tinh city with a total route length of nearly 30 km (voters of Huong Khe district).

Answer: Provincial Road DT.553 (formerly known as Provincial Road 17) is one of four strategic horizontal traffic routes with connecting and inter-regional nature from the East to the West. According to the planning, the total length of DT.553 route is about 72.5 km (of which: 3.6 km coincides with National Highway 1, the bypass of Ha Tinh city and 2.4 km coincides with National Highway 8C), the starting point intersects with National Highway 15B in Thach Van commune, Thach Ha district, the end point is at Ban Giang, Huong Vinh commune, Huong Khe district.

Currently, the sections from the intersection of National Highway 15B to Nam Dien Commune, Thach Ha District, 17.53 km long, have been invested to reach the scale of a class III road with 2 lanes; the section from Ho Chi Minh Road to Ban Giang, 24.63 km long, has just been upgraded to the scale of a class IV-V road with 2 lanes; the section from Loc Yen Commune to Ho Chi Minh Road, 8.8 km long, is being invested to build with the scale of a class III road with 2 lanes. The remaining section from Nam Dien Commune, Thach Ha District to Loc Yen Commune, Huong Khe District, about 21.5 km long, has not yet balanced the budget to invest in opening the route.

On January 16, 2023, the Provincial People's Committee issued Document No. 276/UBND-GT 1 requesting the Prime Minister, the Ministry of Finance and the Ministry of Planning and Investment to support capital from the increased central budget revenue in 2022 to invest in the Provincial Road Project DT.553 from Nam Dien commune, Thach Ha district to Loc Yen commune, Huong Khe district; however, up to now, it has not been balanced and supported by the Central Government.

In the coming time, the Provincial People's Committee will continue to direct the Departments of Planning and Investment, Finance, Transport and related departments, branches and localities to coordinate with central ministries and branches on capital sources to invest in the remaining section to complete the entire route, meeting the requirements of socio-economic development and ensuring national security and defense of the province.

Question 5: Propose to direct the authorities to pay attention to solving the current power line and telecommunication network system that is causing loss of urban beauty (voters of Ha Tinh city and Duc Tho district).

Answer: Currently, on the power lines managed by Ha Tinh Electricity Company, there are many units hanging telecommunication cables on the same pole, such as: Ha Tinh Telecommunications, Viettel Military Telecommunications Branch, FPT Corporation Northern Branch in Ha Tinh, Radio - Television Technical Service Center, CMC Company, SPT Company, SCTV, cable networks serving communications of the Army and Police and specialized Data Transmission networks of administrative agencies...

In recent years, due to the increasingly rapid development of telecommunications and television services and to meet people's electricity needs, many businesses have expanded their networks, deployed cable pulling and hanging, and grid power systems on electric poles that are not technically correct, causing loss of urban aesthetics.

The Provincial People's Committee has issued many documents directing and assigning tasks to departments, branches, People's Committees of districts, cities, towns and related units to renovate the power grid, telecommunication cables, and television cables in the province (in Directive No. 14/CT-UBND dated August 23, 2013, Directive No. 12/CT-UBND dated June 8, 2015, Official Dispatch No. 3402/UBND-VX1 dated July 20, 2016, Decision No. 33/2020/QD-UBND dated November 3, 2020, Decision No. 34/2021/QD-UBND dated August 5, 2021 promulgating regulations on telecommunication cable management in Ha Tinh province...).

Accordingly, the People's Committees of districts, cities and towns are required to preside over and coordinate with the Department of Information and Communications and the Department of Industry and Trade to survey, make plans and annual implementation roadmaps in the area, assign implementation tasks to the pole owners and units sharing the poles to invest in equipment for the arrangement and renovation of main roads requiring urban aesthetics; assign pole owners and units sharing the poles to be responsible for checking, reviewing, arranging, decorating and tidying up the cable car system at least once every six months or according to the plan of the competent authorities.

Up to now, 3,063 transformer stations, 3,432km of medium-voltage lines, 1,944km of low-voltage lines in the management area and 111km of telecommunication cables have been renovated. In Ha Tinh city alone, 277 transformer stations, 134km of medium-voltage lines, 209km of low-voltage lines and 16.6km of telecommunication cables have been renovated; in Duc Tho district, 295 transformer stations, 187km of medium-voltage lines, 88km of low-voltage lines and 5.8km of telecommunication cables have been renovated.

In the coming time, the Provincial People's Committee will continue to direct the Department of Information and Communications and the Department of Industry and Trade to monitor and urge the People's Committees of districts, cities, towns, Ha Tinh Electricity Company and the units managing the telecommunications cable system to continue to renovate the power line system, telecommunications network cables, and increase undergrounding of cable systems to ensure safety and urban beauty in the area.

Question 6: To prepare for the implementation of the arrangement of administrative units at district and commune levels in the coming time, it is recommended to do a good job of communication, have a suitable plan for staff work and strictly manage public investment in facilities related to the units expected to be arranged as administrative units.

Answer: On January 30, 2023, the Politburo issued Conclusion No. 48-KL/TW on continuing to rearrange district and commune-level administrative units in the 2023-2030 period. To proactively implement the Politburo's Conclusion, the Provincial People's Committee has directed the Department of Home Affairs to preside over and coordinate with relevant agencies and localities to review and assess the scale of administrative units, draft plans to rearrange district and commune-level administrative units associated with expanding the administrative boundaries of Ha Tinh city; coordinate with the Provincial Party Committee's Organization Board to advise the Provincial Party Committee's Standing Committee to establish a Steering Committee for rearranging district and commune-level administrative units...

Currently, the Provincial People's Committee is directing the Department of Home Affairs to preside over and coordinate with relevant departments, branches, units and localities to advise and develop a Plan to implement the arrangement of administrative units at district and commune levels in the province to promptly promulgate and organize implementation immediately after the Government issues the plan. The contents of communication work, personnel work, public investment management, infrastructure management and other contents related to the units expected to arrange administrative units will be carefully studied and have appropriate solutions in the province's plan, ensuring regulations and practical situations of the locality.
