
In order to determine specific land prices according to the land price adjustment coefficient (equal to land price in the Land Price List multiplied by land price adjustment coefficient) to gradually approach market prices, but at the same time not cause sudden price increases affecting the economic and social development situation of the locality, the Department of Finance proposes a plan according to the economic and social development conditions of each locality, specifically:
- Land price adjustment coefficient for agricultural land: K = 1.
- Land price adjustment coefficient for non-agricultural land:
+ In Vinh city: K = 1.3.
+ In Cua Lo town, Hoang Mai town, Thai Hoa town, and Nghi Loc, Dien Chau, Yen Thanh, Quynh Luu, Do Luong, Nam Dan, Hung Nguyen, Nghia Dan, Thanh Chuong, Anh Son, Quy Hop, Tan Ky districts: K = 1.2.
+ In the districts of Ky Son, Tuong Duong, Que Phong, Quy Chau, Con Cuong: K = 1.1 (highland districts).
+ For investment projects in construction and business of infrastructure of Industrial Parks in the Southeast Economic Zone; investment projects in construction and business of infrastructure of Industrial Parks established by the Government in the province: K = 1 (applied according to the provisions of Resolution No. 05/2021/NQ-HDND dated August 13, 2021 of the People's Council of Nghe An province promulgating regulations on a number of investment support policies in Nghe An province for the period 2021-2025).
From 2020 to 2023, due to the impact of the Covid-19 pandemic, which has severely affected the production and business activities of organizations and individuals in the province, in order to contribute to reducing difficulties and helping organizations and individuals stabilize production and business, during this period, the People's Committee of Nghe An province issued a land price adjustment coefficient of 1.
In 2024, the Department of Finance proposed to build an increase in land price adjustment coefficient compared to 2023 because the current Covid-19 epidemic situation has basically stabilized, and production and business activities of organizations and individuals have improved and developed.
According to the direction of the Land Law (amended), the regulation on land price framework will be abolished, provinces and cities will develop a Land Price List suitable for the market. Accordingly, to avoid the case of land prices increasing when implementing the new Land Law, it is necessary to gradually adjust.
According to the statistical table of land prices approved by the Provincial Land Valuation Council from 2021 to 2023, the market price has differed greatly from the price in the land price list.
Through consulting a number of provinces and cities on the land price adjustment coefficient in 2023, the provinces and cities have issued land price adjustment coefficients from 1 or higher.
The land price adjustment coefficient to determine land prices for calculating land use fees and land rents is determined by the Department of Finance for each area, route, and location corresponding to each land use purpose in accordance with the market and socio-economic development conditions in the locality, and submitted to the Provincial People's Committee for promulgation annually after consulting the Standing Committee of the People's Council at the same level.
Currently, the draft Decision on promulgating the land price adjustment coefficient in 2024 in Nghe An province is being consulted by the Provincial People's Committee until November 9, 2023.
