In mid-December 2023, 17 staff and lecturers from the Faculty of Nursing and the Faculty of Basic Medicine (Quang Nam Medical College) sent a notice of collective work stoppage to the school's leaders, demanding rights regarding salary and allowance settlement. According to the lecturers, the school has not paid salaries and allowances for 6 months, from July 2023 to present. Quang Nam Medical College owes 6 months of salary to 114 employees, with a total amount of more than 5.7 billion VND. In addition, this unit has been late in paying insurance for many months.

Meanwhile, 136 officials and employees of Quang Binh University have not received their salaries for 2 to 7.5 months. In addition to unpaid salaries, Quang Binh University also owes about 2 billion VND in social insurance payments to its staff and lecturers.
According to the leaders of Quang Binh University, the root cause of the salary arrears comes from the enrollment process. The large number of lecturers and workers currently recruited by the school was at a time when the school was still recruiting a large number of students (at one point 10,000 people). But currently, the school only has more than 1,000 students, more than half of whom are pedagogical students... so the revenue has decreased.
A lecturer working at Quang Nam Medical College said that currently, all schools have a high demand for students, but the number of students entering colleges and universities is gradually decreasing. On the other hand, students will definitely choose to go to universities in big cities instead of choosing colleges in a small province like Quang Nam. In recent years, universities and colleges in the province have not met their initial enrollment targets.
Mr. Huynh Tan Tuan, Principal of Quang Nam Medical College, said that the reason why the school has been owing salaries for a long time is because since 2017, the enrollment work has encountered difficulties, failing to meet the targets assigned by the Provincial People's Committee. According to Mr. Tuan, the reason why the school's enrollment is facing difficulties is that it is now easier to enter universities, so instead of choosing colleges, students will choose universities in big cities to study. In addition, due to the effect of previous years when a large number of students were trained but they did not have jobs after graduation, students are no longer interested. In addition, another reason is that currently the whole school has about 500 students studying, but up to 5/6 majors are classified as hazardous and therefore have a 70% reduction in tuition fees.
