Speaking at the ceremony, Vice President and General Secretary of the Vietnam Association for Promoting Education Le Manh Hung requested Party committees; authorities; Fatherland Front; agencies, departments, branches, organizations; and associations for promoting education at all levels in Nam Dinh province to step up propaganda and raise awareness of the whole society about the spirit of lifelong learning following Uncle Ho's example; pay more attention to education and training in general, and promoting learning and talent in particular.

Organizations, individuals, businesses, philanthropists inside and outside the province, in the country and abroad promote the tradition of humanity, join hands to contribute, continue to support the scholarship fund at all levels. Individual workers and students constantly strive, practice, achieve excellent results in studying, contributing to the process of building and developing the homeland and the country.

At the ceremony, Permanent Vice Chairman of Nam Dinh Provincial People's Committee Tran Anh Dung emphasized that modern education aims to train people with high qualifications, scientific thinking, creativity and the ability to effectively apply theory to practice.

Activities to encourage learning and talent, especially the movement "Lifelong learning - Learning never ends" are important in promoting the building of a model of learning citizens and learning society in the locality.

The movement "Lifelong Learning - Never-ending Learning" contributes to the formation and development of open learning methods, creating conditions and promoting people to learn, learn regularly, learn at school, at work, at home, build digital skills for learners, taking self-learning as the core.

In order to build a lifelong learning movement among the people, aiming to build a learning society, the Provincial People's Committee has issued a plan to implement the project to build a learning society for the period 2021-2030, creating favorable conditions for all people to fulfill their responsibilities and rights to study regularly, study for life, take advantage of all learning opportunities to become digital citizens, global learning citizens; mobilize the combined strength of the entire political system and the entire population to participate in the work of promoting learning, promoting talents, and building a learning society.

It is known that Nam Dinh is a leading province in the movement to encourage learning and talent. Currently, the organization of learning encouragement has been established at the provincial level, 10 districts, cities and 226 communes, wards and towns. In the 2022-2023 school year, the province has 73 students winning prizes in the national excellent student competition with 3 first prizes, 23 second prizes, 25 third prizes and 22 consolation prizes.
