Controversy over adding 2 points to grade 10 for children of revolutionary activists in 1945

(Dan Tri) - The draft Circular on regulations for junior high school and high school admissions has controversial content when adding 2 points to grade 10 for children of revolutionary activists in 1945.


Accordingly, the Draft Circular on regulations for junior high school and high school admissions of the Ministry of Education and Training (MOET) proposes 3 groups of subjects to be given priority points for grade 10.

The maximum bonus points are 2 points for group 1, 1.5 points for group 2 and 1 point for group 3.

The number 1 priority group is the children of martyrs, children of wounded soldiers with 81% or more loss of working capacity, and children of revolutionary cadres.

Specifically, children of revolutionary cadres are given 2 points, including: children of resistance fighters infected with toxic chemicals, children of revolutionary fighters before January 1, 1945, and children of revolutionary fighters from January 1, 1945 to before the August Revolution.

This is the controversial group.

On social networking forums, many opinions say that this regulation is impractical.

People who participated in the revolution before 1945 cannot be under 90 years old. At this age, having a 15-year-old child preparing for the 10th grade entrance exam is unlikely to happen.

In fact, group 1 of subjects in the draft new Circular is kept the same as Circular 11 issued in 2014 by the Ministry of Education and Training.

In previous years, this content was also brought up for debate in every 10th grade entrance exam.

Sharing with Dan Tri reporter, the director of a Department of Education and Training commented: "Despite the controversy, it is reasonable for the Ministry to maintain the regulation of giving the highest priority points to children of revolutionary activists before the August Revolution of 1945."

This leader analyzed that there were not many revolutionary activists in 1945 and they were all over 90 years old. This means that if they had a 15-year-old child, they would give birth when they were over 80 years old.

"It's rare for people at this age to have children, but it's not impossible," the leader said.

The circular on admission regulations needs to cover all admission subjects, leaving no room for omission, so this case may be very rare but is still entirely possible.

In addition, the old Circular and the draft new Circular do not stipulate that the subject must be a biological child. Thus, legally adopted children are still accepted.

"In the old Circular, the Ministry did not specify the specific bonus points but gave autonomy to the Departments of Education and Training. In the new draft, the Ministry controls the maximum bonus points at 2. The difference between groups of subjects remains at 0.5 points. This is also a reasonable proposal," the Department director stated.

During the 10th grade entrance exam last year, Mr. Nguyen Xuan Thanh, Director of the Secondary Education Department, Ministry of Education and Training, also explained to the press about the extra points for children of revolutionary activists in 1945.

Accordingly, Mr. Thanh said, the above subjects include both biological children and legally adopted children. The policy also needs to be calculated with a certain delay so as not to miss out those who deserve priority, in order to ensure their rights.

In addition to the above-mentioned groups of subjects, the draft new Circular basically retains the two remaining groups of subjects as in the old Circular.

Specifically, priority group number 2 includes: children of Armed Forces Heroes, children of Labor Heroes, children of Vietnamese Heroic Mothers; children of war invalids and sick soldiers with less than 81% working capacity loss.

Priority group 3 is ethnic minorities or those whose parents are ethnic minorities; students living and studying in communes in region I, region II, region III, extremely disadvantaged villages, coastal areas and islands according to regulations of the Prime Minister.

The draft also proposes 5 subjects to be admitted directly to grade 10.

3/5 subjects are kept the same as the old regulations, including: students of ethnic boarding schools at junior high school level, students from very small ethnic groups, and students with disabilities.

The remaining two subjects are secondary school students who have won prizes in national competitions in culture, arts, and sports organized by the Ministry of Education and Training, or in coordination with ministries and ministerial-level agencies organized nationwide; secondary school students who have won international prizes must be selected by the Minister of Education and Training.
