On the afternoon of January 17, the Department of Information and Communications of Ho Chi Minh City organized a workshop to contribute ideas to the action program of the City Party Committee and the plan of the Ho Chi Minh City People's Committee to implement Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Speaking at the workshop, Mr. Lam Dinh Thang - Director of the Department of Information and Communications of Ho Chi Minh City - said that although the city is currently focusing on preparing for Tet, the leaders of Ho Chi Minh City are especially interested in implementing Resolution 57 with a spirit of urgency and determination.
Recently, Ho Chi Minh City has drafted an action program and plan to implement Resolution 57. Ho Chi Minh City hopes to receive comments from experts and scientists on strategic areas that Ho Chi Minh City needs to focus on in the coming time, and ways to mobilize social resources for science and technology.
Besides, what should Ho Chi Minh City do to create a favorable environment for digital technology enterprises, innovation; attracting high-quality human resources, especially human resources specializing in artificial intelligence, semiconductors... Solutions to promote digital government, promote digital economy and artificial intelligence...
According to Mr. Thang, during the implementation process, Ho Chi Minh City will continuously receive comments from experts and scientists. The Ho Chi Minh City Department of Information and Communications has a team to collect comments from everyone and send them to Ho Chi Minh City.

Contributing his opinion at the workshop, Associate Professor Dr. Nguyen Van Phuong - Head of the Center for Training and Research in Public Management, Ho Chi Minh City International University - said that the key issue is that Ho Chi Minh City must have human resources in science and technology development.
Mr. Phuong proposed that Ho Chi Minh City build a universal training center on artificial intelligence, big data... At the same time, Ho Chi Minh City needs to have a policy to support postgraduate training.
According to Mr. Phuong, the capital mechanism for science and technology is very important. Currently, Ho Chi Minh City spends a lot of money on science and technology, but there must be a way to disburse and build specific funding sources.
Ho Chi Minh City can ask the City People's Council for permission to issue bonds to investment funds, increasing venture capital for ideas that can be put into practical application.
Ho Chi Minh City also needs to reform administrative procedures in science and technology activities because many scientific research units are currently facing difficulties in this regard. If research groups do not use budget funds, they must be "liberated" and not have to comply with regulations as when conducting scientific research using budget funds.

In particular, Ho Chi Minh City needs to focus on developing institutions related to science and technology.
According to the plan, by 2030, Ho Chi Minh City will spend about 3% of its budget on science and technology, equivalent to about 5,000 - 10,000 billion VND.
Ho Chi Minh City must have investment disbursement mechanisms to mobilize resources from localities and countries to Ho Chi Minh City.
Besides, Mr. Khang said that Ho Chi Minh City needs to have tax policies for science and technology enterprises and use of Vietnamese technology.
"Currently, the city also has policies but they only focus on people who make products to sell, and there are no policies for people who buy Vietnamese technology. The city can support Vietnamese businesses using Vietnamese technology. That means Ho Chi Minh City must have a fund to support," said Mr. Khang.
Towards a data-driven society
Commenting on data development, Mr. Bui Hong Son - World Bank expert - pointed out that the current state of data development still has many shortcomings, and databases are not shared with each other.
Databases must be integrated and shared not only with government agencies but also with the innovation community. Because scientific research cannot be done without data.
According to Mr. Son, data sharing currently mainly serves administrative procedures, but if there is a lot of specialized data that is not shared, it will be difficult to enter the era of advancement.
"As General Secretary To Lam said, in the era of growth, digital transformation must be done to create new methods to streamline the apparatus, and if data cannot be shared, it will be very difficult," said Mr. Son.
He believes that there needs to be a breakthrough policy to exploit shared data, gradually forming a data-using society and starting businesses based on data.
