Today, in the atmosphere where the entire Party, people and army are actively promoting emulation activities to achieve achievements in celebration of major holidays and important events of the nation, I am very pleased to attend the 10th National Foreign Information Award Ceremony. This is an important event, a meaningful forum to honor the outstanding contributions of individuals and groups in foreign information work - a field of strategic significance to the cause of building and defending the Fatherland. On behalf of the Party and State leaders,   I would like to send my warmest greetings and congratulations to the leaders, distinguished delegates, distinguished guests, authors, groups of authors, and collectives whose works are honored today. At the same time, I would like to express my deep gratitude to the forces working in foreign information in all fields, at home and abroad, who have continuously made efforts for the common cause of the country. I also especially thank the sincere and good feelings that international friends have given to the country and the people of Vietnam. This is a valuable support, contributing to spreading and positioning the image of Vietnam very well in the eyes of the international community.

Vietnam's foreign information work has come a long way with many proud achievements. Especially in recent years, in the face of fluctuations in the world situation, foreign information has increasingly demonstrated its role as an important bridge to help the world understand Vietnam correctly and more deeply. At the same time, this is also a sharp tool to protect national and ethnic interests, and to fight against false and hostile arguments.

The achievements of foreign information work are not only reflected in impressive figures such as the number of works and the number of information accesses, but also through the influence and recognition from the international community. Vietnam is known not only as a country with a rich culture and a heroic history, but also as a country that is strongly striving on the path of innovation and international integration.

The 10th National Award for External Information has attracted the enthusiastic participation of domestic and foreign agencies, organizations and individuals. Thousands of entries this year are not only diverse in genre but also rich in content, demonstrating the creativity and responsibility of those working in external information. The excellent works honored today have highlighted the image of a dynamic, integrated Vietnam, resilient in overcoming challenges, while affirming the cultural identity and historical traditions of the nation. Through these products, the world not only sees Vietnam's achievements in economic, cultural, educational, health care development, etc., but also feels the aspiration of the entire nation to rise up. All have painted a comprehensive, multi-dimensional, colorful picture of the country and people of Vietnam. That is "Bright Vietnam" as the name of today's Award Ceremony.

The country and people of Vietnam are standing at the threshold of history. More than ever, now is the time for all of us, all Vietnamese people, to join hands and unite under the leadership of the Party, to persistently realize the aspirations and goals of strong development, to build a prosperous, civilized and happy country, so that our country can "stand shoulder to shoulder with the world powers" as the wish of the great President Ho Chi Minh. In that context, foreign information work is identified as an important part of the political, ideological and foreign affairs work of the Party, state diplomacy, and people's diplomacy; a regular and long-term task of the entire political system under the leadership of the Party. In order to meet and successfully complete the tasks of foreign information work in the coming time, I propose:

First of all, foreign information work needs to continue to be a sharp pioneering force, leading the way, creating the foundation and favorable conditions to help our country firmly enter the new era, the era of the Vietnamese people's rise; need to closely follow the country's development goals, closely linked to the major strategies of the Party and State with the motto "proactive, synchronous, timely, creative, effective"; at the same time, need to quickly grasp new media trends, build foreign information products that not only accurately reflect reality, but also have forecasting and orientational characteristics; ensure the good performance of its role and mission; contribute to promoting relations with neighboring countries, major countries, strategic partners, comprehensive partners, traditional friends and other important partners in depth and substance; constantly connect and deepen the affection between the Communist Party of Vietnam and political parties; contributing to consolidating a stable and peaceful foreign situation and creating the most favorable conditions for national development.

Second, promote innovation, encourage creative activities in propaganda and promotion of Vietnam, effectively exploit the achievements of the Fourth Industrial Revolution. Foreign information needs to continue to affirm the history, tradition, culture, values, and noble thoughts of the Vietnamese people. Mentioning Vietnam is mentioning the national liberation hero, outstanding cultural figure Ho Chi Minh, General Vo Nguyen Giap with the Dien Bien Phu victory "famous in five continents, shaking the earth". Our country is beautiful, the country of people who love peace, are hospitable, and have a very unique national culture.

Foreign information needs to bring national soft power to a new level by positioning Vietnam as a “self-reliant, confident, self-reliant, self-reliant, proud” nation, working with humanity to build an increasingly better world. Taking people’s lives as the center; taking national comprehensive strength as the basis to write the story of Vietnam in the new era, the new era.

Third , pay attention to building and nurturing a foreign information force with strong political will, high professional qualifications, professional style, and sharp awareness. This force must be truly improved in quality, equal to the task. In which, the leading role is played by Vietnamese representative agencies abroad, the team of domestic and foreign press reporters; at the same time, mobilize and gather a large number of people and international friends to participate, creating a "national position", "international solidarity" in foreign information work. In particular, I hope and place my trust in young people, with intelligence, creativity, and enthusiasm as weapons; along with love for the homeland, national pride as baggage, will contribute more positively to foreign information work.

Looking back at the 10-year journey of formation and development of the National Award for Foreign Information, we are pleased to see that the Award has affirmed its prestige and position, reaching beyond the territory of Vietnam with an increasing number of foreign authors/works.

I acknowledge, appreciate and commend the member agencies of the Steering Committee for External Information Work, especially the press agencies holding the role of Standing Committee of the Award, namely Nhan Dan Newspaper, Vietnam Television, Voice of Vietnam, Vietnam News Agency; the close and regular coordination of the Central External Relations Commission, the Ministry of Foreign Affairs, the General Department of Politics of the Vietnam People's Army, the provincial and municipal Party Committees directly under the Central Government...

I would like to warmly commend and congratulate the authors, groups of authors and collectives honored at this year's Awards. You not only have excellent contributions to foreign information work, bringing the image of Vietnam to the world, but are also soldiers on the ideological front, contributing to protecting the Party's ideological foundation, effectively fighting against false and hostile arguments.

I hope and believe that the Foreign Information Award will continue to have new developments, serving increasingly effectively the foreign information work, creating a solid foundation to join the whole country in entering a new era, the era of the Vietnamese people's rise.
