Lam Dong Provincial Party Committee held the first key cadre conference after the merger.

The conference was chaired by comrades: Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Hoai Anh, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee; Tran Hong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Attending the Conference were Deputy Secretaries of the Provincial Party Committee; representatives of the Central Party Committee's Departments monitoring Lam Dong province; members of the Provincial Party Executive Committee; leaders of provincial departments, branches, and central agencies located in the province; Deputy Secretaries of the Provincial Party Committee; and leaders of communes, wards, and special zones.

Speaking at the Conference, Secretary of the Provincial Party Committee Y Thanh Ha Nie Kdam emphasized: This is the first conference of key cadres in the whole province after the merger to deploy important tasks under their authority. Therefore, delegates attending are requested to closely follow the discussion direction of the Conference chair to carry out the implementation in accordance with regulations, promoting the spirit of democratic centralism in the content of cadre work.

At the same time, for other contents informed at the conference, key cadres who are directly responsible for thoroughly grasping and implementing the Party's guidelines and policies, the State's policies and laws into practice need to listen and grasp information fully and comprehensively about the socio-economic situation, security - defense, Party building and the political system in the past time in localities, agencies and organizations to implement them closely to the practical situation.

At the Conference, the process of introducing personnel to join the Provincial Party Executive Committee for the 2025-2030 term was carried out. Delegates voted in accordance with regulations.

Regarding the results of the first month of implementing the two-level local government and some tasks in the coming time, Chairman of the Provincial People's Committee Ho Van Muoi said: Lam Dong province has many advantages but also many difficulties in implementing the two-level government. After more than 1 month of implementation, important results have been achieved. The workload is on schedule and is being strongly implemented. The socio -economy has developed; national defense and security are ensured. Political security and social order and safety are stable. In particular, the provincial administrative reform department is at the top of the country.

In addition, some areas are currently facing difficulties such as: GDP growth has only reached about 6%; public investment disbursement is 23%; budget revenue has not met the set target... Along with that, some communes are still facing difficulties in terms of office space. The allocation of staff is mechanical, so some communes are uneven, there are still staff who are not "right for the role, not familiar with the lesson". The situation of staff tending to resign according to Decree 178 is difficult for the staff at the commune level...

Faced with these difficulties, the Chairman of the Provincial People's Committee said that specific solutions are needed, especially in the socio-economic field, which needs to demonstrate high determination to match the potential, great advantages and position of Lam Dong when re-entering.

In particular, drastic solutions will be implemented to increase GDP growth by 8.5% in 2025, creating the premise for double-digit growth in the coming time. At the same time, focus on budget collection; in which, the commune level will proactively calculate, the Department of Finance will review the entire infrastructure system and public assets to propose competent authorities to handle according to regulations.

For the two-level government to function better, it is necessary to pay attention to two main factors: human resources and material resources; in which, resources are the important factor. Communes and wards also need to share experiences, responsibilities and support each other in their work.

The Chairman of the Provincial People's Committee also requested localities and units to focus on inspecting and reviewing areas at risk of landslides, ensuring the safety of people's lives and property during times of frequent heavy rain like now.

At the Conference, Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee Ton Thien Dong informed about the results of the operation of the Party and mass organizations in July 2025; some tasks in the coming time and some issues to note in the process of resolving policies and regimes according to Decree No. 178/2024/ND-CP, dated December 31, 2024 of the Government.

Also at the Conference, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province Pham Thi Phuc thoroughly grasped the leadership of the Congress of the Vietnam Fatherland Front and socio-political organizations at all levels.

At the same time, Standing Deputy Secretary of the Provincial Party Committee Nguyen Hoai Anh reported on the results of the preparation work to build the Draft Document to submit to the Congress of Delegates of the Lam Dong Provincial Party Committee for the 2025 - 2030 term.

Concluding the Conference, in the spirit of the contents deployed and thoroughly grasped, Provincial Party Secretary Y Thanh Ha Nie Kdam requested key cadres to be aware and share in implementing the tasks.

The Provincial Party Secretary said that the provincial leaders sympathized with the 124 communes, wards, special zones and the departments, agencies and branches of the province when operating the new model. In the process of building the new model apparatus, there were unforeseen difficulties and forecasts. However, it is necessary to operate synchronously in the overall country in association with each locality, each commune, ward and special zone.

The Provincial Party Secretary also expressed his joy that after more than a month of operating the two-level government, many localities in the province have overcome difficulties, created motivation and inspiration for civil servants, carried out difficult and new tasks, and moved forward together.

The Provincial Party Secretary suggested that it is necessary to focus on discipline, order, organizational building, and ensuring the function of the commune-level government is to serve the people. With heavier responsibilities, more and more difficult work in the initial stage, it is necessary to increase initiative and responsibility, determine and recognize one's position in the administrative apparatus, and complete the tasks assigned by the Party, State, and People.

The work ahead still has many difficulties and pressures that need to be handled and resolved while merging the apparatus and keeping the operations of the new provincial government smooth and uninterrupted, ensuring that in 2025 the growth rate as required by the Government will reach 8.5%, budget revenue will be more than 32 trillion VND; ensuring social security factors, taking care of people's health, ensuring the education system operates synchronously, national defense and security are stable and maintained... These are basic factors to take care of people's lives and attract investment.

Therefore, the Provincial Party Secretary suggested that in the coming time, in addition to having to solve many important and important tasks, it is necessary to retain a team of capable civil servants to work. The team of key cadres needs to encourage their civil servants to overcome difficulties, continue to stay in the system, and promote their capacity to perform their tasks.

Regarding the preparation for the Provincial Party Congress for the 2025 - 2030 term, the Provincial Party Secretary requested that delegates attending the Conference contribute more ideas to the Document Subcommittee so that collective intelligence can be promoted, especially through the Congress Documents, which are the reports throughout the congress, the central development direction of the province in the 2025 - 2030 term to clarify the decisions and policies set out with breakthroughs, content, themes, development goals, major tasks and solutions...
