Within the framework of the thematic conference on “Party organization building and admitting party members in enterprises” organized by the Party Committee of the Provincial Agencies - Enterprises Bloc on the morning of June 25, delegates discussed many related contents to continue to do well the work of building a clean and strong party organization, doing well the work of creating sources and admitting party members in enterprises. Focus on building party organizations and developing party members in enterprises in industrial parks and economic zones of Lao Cai province.

Currently, there are 3 industrial parks in operation in the province, including Bac Duyen Hai, Dong Pho Moi, Tang Loong, with 115 operating enterprises. In addition, in the border economic zone, there are about 600 - 700 enterprises operating in various fields with more than 10,000 employees.

Through assessing the current situation, at present, in industrial zones, there are only 33 enterprises employing 20 or more workers, while 82 enterprises employ less than 20 workers. Of these, 12 enterprises have party organizations with 525 party members and 6 enterprises have party members but have not yet formed party organizations (each enterprise has 1-3 party members). These party members are currently participating in activities together or at the party cell where they reside.

The rate of enterprises with party organizations and party members in the enterprise sector currently operating in industrial zones is still low. In order to continue to pay attention to and do well the work of party building in industrial zones and border economic zones, the Provincial Economic Zone Management Board recommends that all levels and sectors continue to pay more attention to propaganda, mobilization and orientation for business owners to create changes, raise awareness and understanding of the significance of building and developing party organizations in the private economic sector in the spirit of Directive 33-CT/TW of the Secretariat. All levels and sectors continue to survey, grasp and assess the current situation of admitting party members and building party organizations and unions in enterprises in industrial zones and economic zones and set out specific goals and implementation roadmaps.

Developing party members, union members, establishing grassroots unions in non-state enterprises

The work of mobilizing and developing union members and establishing grassroots unions is a key and continuous task to ensure the legitimate rights and interests of workers and ensure unity between the activities of trade unions and business owners in implementing the Party's guidelines and policies and the State's laws.

Party committees, grassroots party organizations and trade unions at all levels in the province have assigned committee members and officials in charge, together with authorities at all levels, to proactively increase meetings, contacts and dialogues with business owners to grasp the situation, promptly remove difficulties and obstacles, and create consensus in the establishment and organization of activities of party organizations and trade unions in private economic units. With drastic implementation, from the beginning of 2024 to now, Lao Cai provincial trade unions at all levels have admitted 3,442 new union members (including 2,842 union members from non-state enterprises), established 13 grassroots trade unions of non-state enterprises, reaching 344.2% of the target for developing union members assigned by the Provincial Party Committee in 2024. Trade unions at all levels have introduced 65 outstanding union members for the Party to consider, of which 45 union members have been admitted to the Party.

In order to do a good job of developing party members, union members, and establishing grassroots unions, the Provincial Federation of Labor continues to do a good job of coordinating in propaganda and mobilizing workers and employers so that they clearly understand the province's and industry's investment attraction policies and guidelines, the meaning, purpose, requirements and necessity of strengthening the work of building the Party and socio-political organizations on the rights, obligations, responsibilities and benefits of joining unions and having union organizations in enterprises. Focus on developing party members who are business owners

On September 6, 2016, the Lao Cai Provincial Business Association Party Cell under the Lao Cai Provincial Party Committee of Agencies and Enterprises was established, consisting of 5 party members. Having done a good job in developing party members, the cell now has 45 party members.

Continuing to overcome difficulties, doing well the work of building party organizations and developing party members, the Party Cell of the Provincial Business Association recommends that all levels and sectors pay attention to recruiting directors and owners of private enterprises into the Party. Every year, increase the target for intermediate and advanced political training for leaders of enterprises; continue to innovate the content and methods of Party activities in enterprises, especially private economic units. In addition, based on the actual situation, it is proposed not to implement the policy of upgrading the grassroots Party Cell of the Provincial Business Association to a grassroots Party Committee. The Party Cell continues to do well the work of managing party members and developing party members in enterprises without a party organization.

Developing party members who are workers and laborers in enterprises

The Party Cell of Duc Giang Chemical Company Limited was established on October 10, 2020, now the Party Committee of Duc Giang Chemical Company Limited. At the time of establishment, the Party Committee had 25 members.

Paying attention to and doing well the work of creating sources and developing new party members among workers and laborers, the Party Committee of the company has developed a specific plan for creating sources for recruiting party members for each specific period; directing the subordinate Party cells to proactively educate, select, and introduce outstanding masses, and register for Party admission quotas. In particular, paying attention to and focusing on the young team with courage, knowledge and working capacity. On that basis, the Party Committee considers and selects outstanding masses to be included in the list of Party awareness classes, assigns tasks to the masses to challenge them and has a resolution to assign official party members to help the masses strive to join the Party. Newly recruited party members are introduced to the Party Committee at their place of residence and the work of management, supervision and inspection of party members at their place of residence is carried out regularly. The monitoring and consideration of converting probationary party members into official party members is carried out promptly, in accordance with the Party Charter.

Since its establishment, the Party Committee has sent 211 people to participate in the Party target class; proposed to consider admitting 86 outstanding people into the Party.

In the coming time, the Party Committee of the company will focus on promoting propaganda and education so that the masses have a deep awareness of the Party, clearly understand the meaning and purpose of being in the Party's ranks, thereby voluntarily and having the right motivation to strive to join the Party; doing a good job of creating sources, building a plan to admit Party members close to the actual situation of the enterprise, ensuring the correct standards and procedures, paying attention to both quantity and quality. Paying attention to building a clean and strong Party organization, properly implementing the principle of democratic centralism, improving the quality of Party cell activities; doing a good job of studying and following the moral example of Ho Chi Minh; regularly educating and training in ethics and lifestyle, improving the qualities and capacities of the contingent of cadres and Party members.
