Over 30 years of construction and development (September 24, 1993 - September 24, 2023), the Office of the National Assembly Delegation and the People's Council of Ha Tinh province has regularly innovated, excellently completed assigned tasks, contributing to improving the effectiveness and efficiency of the elected agency's operations.

The Office of the Delegation of National Assembly Deputies and People's Council of Ha Tinh province was established on September 24, 1993 under Decision No. 111/QD-HDND of the Standing Committee of the Provincial People's Council. In the early days of establishment, the facilities and working equipment were still lacking, but the generation of cadres and leaders at that time did not fear hardships, overcame all difficulties, devoted themselves to work, promptly advised, and excellently completed their tasks.

The Office of the Delegation of National Assembly Deputies and People's Council of Ha Tinh province was established on September 24, 1993 under Decision No. 111/QD-HDND of the Standing Committee of the Provincial People's Council.

After many mergers, separations, and name changes, the office currently has 9 cadres who are full-time leaders of the National Assembly Delegation and the Provincial People's Council and 37 civil servants and employees. The functions and tasks of the unit are increasingly supplemented and perfected; the organizational structure continues to be consolidated in a streamlined and professional manner; the physical facilities are gradually enhanced, promoting the application of information technology in management and operation; the team of cadres, civil servants and employees are mature in political capacity and professional skills.

The quality of advice and service of the Office of the National Assembly Delegation and the Provincial People's Council has been increasingly improved. From advising on the development and promulgation of operating regulations and directive documents, implementing regular tasks of the National Assembly Delegation and the Provincial People's Council; developing and organizing the implementation of programs and action plans; developing programs and organizing regular, thematic and extraordinary meetings and sessions; voter contact activities; citizen reception; receiving and resolving complaints, denunciations and recommendations of citizens; law making to inspection, supervision, survey and other activities.

From 1993 to present, the Office of the National Assembly Delegation and the Provincial People's Council has advised, assisted and served 7 sessions of the Provincial National Assembly Delegation, attended 72 sessions of the National Assembly; advised on organizing conferences to collect opinions on draft laws submitted to the National Assembly... In addition to synthesizing reports to the National Assembly Standing Committee, the office's specialists also provide full information on the local socio-economic situation so that delegates have a basis to participate in discussions at the National Assembly sessions and Government meetings; advised and assisted the Provincial National Assembly Delegation to organize supervisions that are focused on key points, focusing on pressing issues of concern to voters and society.

The Office of the National Assembly Delegation and the Provincial People's Council contributes to improving the effectiveness of the supervision of the National Assembly Delegation of the province.

At the same time, the Office of the National Assembly Delegation and the Provincial People's Council also served 6 terms of the Provincial People's Council with 95 sessions to ensure compliance with the law; advised the Provincial People's Council to issue 600 resolutions in various fields... to meet the management and operation requirements of the local government for the tasks of socio-economic development, national defense and security, gradually improving the people's lives... At the same time, advised the organization of more than 500 supervisions, including thematic supervision, regular supervision and surveys... After the supervisions, the unit focused on advising, monitoring, urging and supervising the implementation of recommendations and conclusions of the Standing Committee and committees of the Provincial People's Council; promptly synthesized and classified opinions and recommendations and advised them to be transferred to competent levels, agencies and units for research and resolution.

With the determination to innovate and create to improve the quality of meetings, the Office of the National Assembly Delegation and the Provincial People's Council has built and deployed the software application "Managing People's Council meetings at all levels" with the focus on "Paperless meetings". In addition to improving professional quality, the Office of the National Assembly Delegation and the Provincial People's Council always focuses on doing well administrative work, receiving and issuing documents, archiving documents, and enhancing the application of information technology in operational management...

With the determination to innovate and create to improve the quality of meetings, the Office of the National Assembly Delegation and the Provincial People's Council has built and deployed the software application "Management of People's Council meetings at all levels" with the focus on "Paperless meetings", implemented at the 8th Session of the 18th Provincial People's Council, term 2021-2026. In particular, in the context of COVID-19 prevention, the unit has also organized a bridge for the Provincial National Assembly Delegation to participate online in National Assembly meetings, Provincial People's Council delegates to meet voters as well as other meetings... This can be considered a breakthrough, contributing to improving the operational efficiency of local State power agencies; thereby, bringing positive effects, meeting the requirements and roadmap for building e-government of the province as well as modernizing the State administration.

In addition to professional activities, the Office of the National Assembly Delegation and the Provincial People's Council also focuses on social security work.

In particular, the Office of the National Assembly Delegation and the Provincial People's Council also advises and serves the National Assembly Delegation, the Standing Committee, and the committees of the Provincial People's Council to maintain working relationships with central agencies, provinces, centrally-run cities, and localities.

With the tradition of solidarity, attachment, promoting collective intelligence and individual responsibility, dedication to assigned tasks, overcoming difficulties and challenges, the collective of cadres and civil servants of the Office of the National Assembly Delegation and the People's Council of Ha Tinh province has constantly grown and matured; promptly advised and effectively assisted the People's Council and the National Assembly Delegation of the province.

With these efforts, the Office of the National Assembly Delegation and the Provincial People's Council was honored to receive the Second and Third Class Labor Medals; the emulation flag and certificates of merit from the Prime Minister. Many individuals were awarded medals, commemorative medals and certificates of merit at all levels. In particular, every year, the Office Party Committee is recognized by the Standing Committee of the Provincial Party Committee of Agencies and Enterprises as a strong and exemplary strong and clean grassroots Party organization.
