Speaking at the ceremony, Senior Lieutenant General Thai Dai Ngoc emphasized that in recent times, the Ministry of National Defense and functional forces have deployed many drastic measures to prevent and put an end to the situation of fishing vessels violating foreign waters. In order to strictly implement the Prime Minister's Official Dispatch No. 122/CD-TTg dated July 25, 2025 and the direction of General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, the Ministry of National Defense launched a peak emulation campaign, focusing on promptly preventing fishing vessels and fishermen from violating, contributing to removing the EC's "Yellow Card" in the 5th inspection.

For military units, the Head of the Ministry of National Defense's Steering Committee on combating IUU fishing requested close coordination with localities, strengthening propaganda and education on laws on fishing, especially the 2017 Fisheries Law and regulations related to IUU. It is necessary to strengthen coordination between the Navy, Coast Guard, Border Guard and coastal military regions in exchanging information, monitoring, investigating and handling cases of fishing vessels and fishermen violating the law.

The Border Guard force is assigned to increase staff at sea control stations, coordinate with the Fisheries Surveillance to strictly control the entry and exit of fishing vessels. Resolutely not to allow lax management and lack of synchronization between localities.
The Coast Guard will preside over and coordinate with the Navy and maritime militia to patrol and control the area from the territorial sea line to the exclusive economic zone, focusing on the sea areas bordering Thailand, Malaysia, Indonesia, etc. Complete the review, classification, and final handling of "3 no" ships in the southern provinces before August 20, 2025.

The peak emulation campaign focuses on five contents: Propaganda and education to raise awareness and responsibility; patrolling, controlling and handling IUU violations; enhancing coordination and cooperation among forces; promoting foreign affairs in handling incidents related to Vietnamese fishing vessels; ensuring absolute safety in performing tasks at sea.
