Implementing two-level government, new regulations on land valuation

According to the new regulations, specific land valuation is carried out through 12 steps.

According to the new regulations, Ms. Nguyen Thi Minh Phuong, Deputy Head of the Economic and Land Fund Development Department (Department of Land Management), said that the provincial People's Committee is the competent authority to develop the land price list for announcement and application from January 1, 2026, and to adjust and supplement it annually. The Chairman of the provincial and communal People's Committees is the person who decides on specific land prices according to their authority.

The procedure for constructing the first land price list and annual adjustment consists of 16 steps; adjustment according to the Land Law consists of 7 steps; specific land valuation is carried out through 12 steps.

Notable steps include: preparing documents; selecting a land price consultancy unit; establishing a Council and a Working Group to assist in appraisal; developing and appraising land price plans; publicizing, receiving, editing and submitting to the People's Committee for decision; providing data to the compensation unit; updating to the national database; publicizing results and reporting to the Ministry of Agriculture and Environment within 15 days from the date of issuance of the decision.

Strict and public process to ensure transparency, accuracy and consistency in land valuation according to the provisions of the 2024 Land Law.

Mobilizing provincial officials to support communes and effectively valuate land locally

Deputy Minister of Agriculture and Environment Le Minh Ngan emphasized that the implementation of the two-level local government model is posing urgent requirements in implementation organization, especially at the commune level, which directly receives and handles most of the decentralized tasks.

Localities need to review, mobilize or second capable officials from the provincial level to support the commune level; at the same time, propose to adjust the payroll and restructure the organizational apparatus to suit the new decentralization requirements.

One of the urgent tasks emphasized by the Deputy Minister is to build a land database to serve digital transformation and shorten the time for processing administrative procedures. Currently, the Ministry has agreed to use a nationwide software, connected to the national database.

Localities need to soon select suitable software, organize measurements, establish cadastral records, convert data into a synchronous database, and complete it before December 31, 2026.
