Prime Minister issues telegram on organizing inauguration and groundbreaking of projects to celebrate National Day

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 136/CD-TTg on organizing the inauguration and groundbreaking ceremonies of projects and works to celebrate the 80th anniversary of National Day (September 2, 1945 - September 2, 2025).

Telegram sent to Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries, Chairmen of People's Committees of provinces and centrally-run cities; General Directors of Vietnam Television, Voice of Vietnam, Vietnam News Agency ; Editor-in-Chief of Nhan Dan Newspaper; Chairman and General Director of the Military Industry-Telecoms Group; Chairman of the Board of Members of the Vietnam Posts and Telecommunications Group; Chairmen of the Board of Members, General Directors of corporations and general companies under the Ministry of Finance.

To prepare for the inauguration and groundbreaking ceremony of 250 projects and works with a total investment of 1.28 million billion VND to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) on August 19, 2025, the Prime Minister issued Official Dispatches No. 57/CD-TTg and Official Dispatch No. 129/CD-TTg assigning specific tasks to ministries, branches, People's Committees of provinces and cities, corporations, general companies, and related units.

There is very little time left until August 19, 2025. To ensure the best preparation for this important political event, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of corporations, general companies, and related units to strictly implement the Prime Minister's direction in Official Dispatch No. 129/CD-TTg and proactively direct the development of a solemn, safe, effective program, creating a widespread influence among the people and the whole society on the breakthrough in building strategic infrastructure nationwide.

Ministers, heads of ministerial-level agencies, agencies under the Government; Chairmen of People's Committees of provinces and centrally-run cities direct corporations, general companies, investors/investors to proactively prepare all material and technical conditions to organize the inauguration and groundbreaking ceremonies of works and projects under their management according to the general scenario developed by Vietnam Television, ensuring solemnity, efficiency, economy and safety.

Closely coordinate with Vietnam Television, Vietnam Posts and Telecommunications Group (VNPT), Military Industry-Telecoms Group (Viettel), Ministry of Construction in the preparation process for the Ceremony to take place successfully and well. Be responsible for the progress and quality of the events assigned to host, ensure all stages of event preparation (theater, tables and chairs, sound, LED screen, power grid, etc.); coordinate with VNPT, Viettel to connect transmission lines; coordinate with Vietnam Television/local television stations to produce and provide visual and audio signals that meet technical and script requirements, meet the requirements of online television and live broadcast on national television.

Provide Vietnam Television and the Organizing Committee with beautiful images of the works and projects to include in the broadcast program, send to email address: [email protected] on August 15, 2025; take full responsibility for events organized by your agency or unit.

Proactively select a professional event organizer with capacity and experience in organizing events to organize and implement. Proactively invite representatives of relevant agencies, units and people to attend the ceremony.

The Chairman of the People's Committee of provinces and cities directs the Radio and Television Stations, VNPT, and Viettel of the province/city to ensure transmission connection and provide online images from local bridges to the main bridge of the Vietnam Exhibition Center in Hanoi.

Provincial authorities deploy plans to ensure safety, security, power supply, traffic organization, healthcare, and fire prevention and fighting at the event area. Assign a leader of the provincial or municipal People's Committee or authorized person to direct and coordinate with the organizing committee; take full responsibility for events organized by the provincial/municipal People's Committee to meet the requirements of online television and live broadcast on national television.

For the main bridges with the participation of leaders of the Party, State, Fatherland Front, central ministries and branches, direct the Radio and Television Stations of the province/city to arrange program hosts at the bridges in the province/city; produce and provide images for VNPT and Viettel to transmit to the central bridge at the Vietnam Exhibition Center; request the event organizer to coordinate with VNPT and Viettel to receive and broadcast program images on LED screens at the event.

At the remaining points, direct the investor/project management board, investors of works and projects to request the event organizer to coordinate with VNPT and Viettel to provide television signals to the central point and receive and broadcast program images on the LED screen at the event.

The General Director of Vietnam Television presides over the work with the Voice of Vietnam and Vietnam News Agency to develop a detailed script and program for the Ceremony and send it to the Ministry of Construction, ministries, branches, localities, corporations and general companies on August 15, 2025 for synthesis and unification at the connecting points. Presides over communications before, during and after the event on the Station's social media channels and ecosystems. Presides over program production, directing and organizing the program according to the live and online television script between connecting points (about 80 connecting points), receives signals from VNPT, Viettel and broadcasts on VTV.

VTV coordinates with VNPT, Viettel, local television stations, investors and related agencies and units to be responsible for producing images and recording agencies, investors, and contractors speaking at the bridge points with the participation of Party, State, Government, and local leaders. Responsible for general rehearsal of the program to be broadcast according to the script, ensuring quality, progress, effects, and spread. Presides over the development of music programs (special, typical) at the main bridge points to promote and arouse heroic spirit, creating motivation and inspiration for people and businesses to continue to participate in contributing and dedicating to the common development of the country.

VTV arranges MCs at the locations where Party, State, Government leaders, local leaders, investors, contractors, and people directly speak. Proactively implement other related contents according to VTV's plan and program.

The Prime Minister assigned the Chairman of the Board of Members of the Vietnam Posts and Telecommunications Group to preside over and coordinate with Viettel to be responsible for the transmission infrastructure, ensuring the connection of the transmission line before 3:00 p.m. on August 15, 2025; provide technical personnel at the connection points (suggest sending the list of responsible staff to the organizing committee). Provide all online signals of the event for VTV to use for live broadcasting on national television; synthesize images of the connection points and provide signals on LED screens at the connection points; issue request documents to guide investors and project managers to deploy online connection with the main connection point at the National Exhibition and Fair Center.

At 34 points, VNPT staff will be assigned to be responsible for connecting VNPT with the event organizing team (in charge of sound, LED screen) and the image production team of VTV or local TV stations... ensuring the transmission of images and sounds from the points to the central point at the National Exhibition and Fair Center; providing image and sound signals of the program for the event organizing unit to project onto the screen.

At the remaining points, responsible for connecting with event organizers, providing transmission lines, equipment, cameras and personnel to connect and transmit image signals to the main point; providing image and sound signals of the program for event organizers to project onto the screen.

The Chairman of the Hanoi People's Committee directed the investor of the National Exhibition Fair Center (central bridge) to preside over and be responsible for organizing the event at the main bridge - the National Exhibition Fair Center according to the plan, scenario, and requirements. Preside over and coordinate with Vietnam Television, VNPT, Viettel and related units to deploy the connection of live and online television transmission lines from the bridges to the main bridge of Hanoi city (National Exhibition Fair Center); online technical connection between the bridges with the participation of leaders of the Party, State, National Assembly, Vietnam Fatherland Front, Government leaders, Ministers, Heads of ministerial-level agencies, and local leaders; connect transmission lines and record to provide signals at the main bridge to ensure online and broadcasting requirements.

The Minister of Public Security directed the development of plans and directed local police to ensure security, safety, and traffic flow during the event.

Vietnam News Agency, Voice of Vietnam, Nhan Dan Newspaper, media agencies and newspapers develop plans and implement communication programs before, during and after the event to ensure rich and impressive content and forms, creating a spread of positive energy among the people to celebrate the 80th anniversary of National Day; at the same time, creating motivation and inspiration to promptly and on schedule, improving the quality of projects being and will be implemented in the coming time.

The Prime Minister assigned the Ministry of Construction and the Government Office, according to their assigned functions and tasks, to monitor, urge and inspect ministries, agencies and localities in performing the tasks assigned in this Official Dispatch, promptly report to Deputy Prime Minister Tran Hong Ha for consideration and direction of overall handling; in case of exceeding authority, report to the Prime Minister./.
