On the other hand, the project is being implemented in a context where capital mobilization outside the budget is very difficult. Capital mobilization channels, credit, and bonds are all tightened, leading to the need for timely adjustments to the participation of public investment capital through increased revenue, cost savings, etc.

The Prime Minister requested the parties to build the Dong Dang - Tra Linh expressway with the spirit of Dong Khe victory, striving to open the entire route to traffic by the end of 2025 and early 2026 and continue to study upgrading and extending the route.
