Prime Minister issues order to start construction of 14,000 billion VND expressway connecting Lang Son - Cao Bang

On the morning of January 1, the first day of the new year 2024, Prime Minister Pham Minh Chinh ordered the groundbreaking ceremony for the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project under the PPP form.
Dong Dang - Tra Linh Expressway is 93.35 km long, starting at Tan Thanh border gate intersection (Van Lang district, Lang Son) and ending at National Highway 3 intersection in Chi Thao commune (Quang Hoa district, Cao Bang).
The groundbreaking ceremony of the Dong Dang - Tra Linh expressway project took place at the historical site of Thach An district (Cao Bang).

The project is implemented by the Cao Bang Provincial People's Committee as the competent state agency to sign a contract with the investor, in the form of public-private partnership (PPP). The total investment of the project is 14,331 billion VND, of which the capital mobilized by the investor is more than 4,451 billion VND, the implementation period is 36 months. The consortium of Deo Ca Group - ICV Vietnam Investment and Construction Joint Stock Company - Deo Ca Transport Infrastructure Investment Joint Stock Company (HHV) - Construction Joint Stock Company 568 is the PPP investor. This is the largest-scale transport infrastructure construction investment project invested in Cao Bang province to date. Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his pleasure to attend the event in the exciting atmosphere of the first day of the new year 2024. The groundbreaking ceremony is even more meaningful when it is held in Cao Bang - a land rich in historical and revolutionary traditions, where President Ho Chi Minh returned to the Fatherland after 30 years of leaving to find a way to save the country. Thach An district is also where the Dong Khe victory took place more than 73 years ago - the first large-scale offensive campaign of the Vietnam People's Army, opening a new turning point for the resistance war against France to end in victory with the historic Dien Bien Phu campaign.

The Prime Minister also emphasized three strategic breakthroughs, including breakthroughs in transport infrastructure and expressways. To date, the country has completed nearly 1,900 km of expressways and is under construction of about 1,800 km of expressways. Of which, the Dong Dang - Tra Linh expressway is a project of great importance, contributing to promoting socio-economic development, ensuring national defense and security and maintaining national border sovereignty. Creating a new vital foreign expressway connecting trade of goods from Lach Huyen international port (Hai Phong) to Trung Khanh - Urumqi (China) - Khorgos (Kazakhstan), to Central Asia and European countries. Improving the competitiveness of the economy, creating momentum for socio-economic development of Cao Bang, Lang Son provinces, the Northeast region and the lives of ethnic minorities. The Head of Government also emphasized that the project is being implemented in a period when the legal and policy framework for investment projects under the public-private partnership model has changed. In particular, this is one of the projects implemented under the BOT model, public-private partnership investment after the PPP law took effect. Therefore, difficulties and obstacles must be resolved during the implementation process. On the other hand, the project is being implemented in a context where capital mobilization outside the budget is very difficult. Capital mobilization channels, credit, and bonds are all tightened, leading to the need for timely adjustments to the participation of public investment capital through increased revenue, cost savings, etc.

The Prime Minister also praised the units for their efforts, innovation and creativity in designing the route, such as arranging the Dong Khe victory monument at Dong Khe tunnel, designing the bridge in the shape of a đàn tính - a traditional musical instrument of the Tay people... Emphasizing the spirit of "building bridges across rivers, carving mountains across mountains, pouring soil and sand across fields", building the straightest and shortest route possible, the Prime Minister requested the investor, Cao Bang province and Lang Son province, the Ministry of Transport, and the Ministry of Planning and Investment to study the immediate expansion of the route from 2 lanes to 4 lanes. In addition, the investor and project contractor continue to implement and draw experience in implementing the PPP+ model, the BIM management model, and human resource training. The Prime Minister requested the parties to build the Dong Dang - Tra Linh expressway with the spirit of Dong Khe victory, striving to open the entire route to traffic by the end of 2025 and early 2026 and continue to study upgrading and extending the route.
