Prime Minister Pham Minh Chinh requested the Ministry of Education and Training and the Ministry of Health to develop a national target program on education development and public health care for the 2026-2035 period.

On the afternoon of March 25, at the Government Headquarters, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a conference of the Government Standing Committee and the Government Party Committee Standing Committee with the Ministry of Education and Training and the Ministry of Health on developing a draft Project to submit to the Politburo for promulgation of a Resolution on the "National target program on education and training development" and "National target program on people's health care, population and development for the period 2026-2035."

At the conference, after listening to the Ministry of Education and Training and the Ministry of Health present the draft projects, the Government Standing Committee and the Government Party Committee Standing Committee had a heated discussion on the political bases, legal bases, practical bases; the necessity, reasons and main contents of the "draft National Target Program on Education and Training Development" and "draft National Target Program on People's Health Care, Population and Development for the 2026-2035 period."

Urgently complete the projects

Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the Ministry of Health and the Ministry of Education and Training for preparing documents, files, and draft projects; as well as the profound, dedicated, and responsible opinions of the delegates for these two important contents.

Agreeing to develop a project to submit to the Politburo for promulgation of a Resolution on the “National Target Program on Education and Training Development” and the “National Target Program on People's Health Care, Population and Development for the 2026-2035 period,” the Prime Minister requested the Ministry of Health and the Ministry of Education and Training to absorb the opinions of the Government Standing Committee and the Government Party Committee Standing Committee; establish a Working Group to continue reviewing the Resolutions, conclusions, Directives, programs and projects of the Party Central Committee, the National Assembly, the Government and the Prime Minister related to the above issues.

In which, the overall assessment of the achieved results; the unachieved aspects, limitations; goals, requirements, tasks, solutions to be implemented in the current situation and the coming time; especially according to the new instructions of General Secretary To Lam.

Prime Minister Pham Minh Chinh requested the Ministries to urgently complete the development of projects, documents, and papers to be submitted to the Politburo, ensuring that they are concise, clear, focused, and key, especially having specific programs and projects, specific goals, specific roadmaps, close to reality, with high feasibility and efficiency to complete each task and complete each task.

The Prime Minister directed that the project "National Target Program on Education and Training Development" must clearly state the tasks and solutions to improve the quality of education and training; teaching and learning theory must be linked with practice; building and comprehensively developing Vietnamese people with ethics, knowledge, culture, aesthetics, health, qualities, capacity, civic awareness, promoting the creativity of each individual; improving people's knowledge, nurturing talents, associated with improving the quality of human resources.

The goals, tasks, solutions, mechanisms and policies must be focused, key, breakthrough, have the nature of leverage, and fulcrum to develop education and training in accordance with the situation. In which, focus on perfecting institutions; improving the quality of teaching and learning; enhancing the responsibility of teachers, the responsibility of learners, the responsibility of the state, the responsibility of families and society in developing education and training; developing the teaching staff; solidifying and gradually modernizing schools, especially in remote, mountainous, border, island and ethnic minority areas; developing the system of ethnic boarding schools, ensuring equality in access to education.

The Prime Minister directed to propose mobilizing resources, especially public-private partnerships in developing education and training; organizing Vietnamese language teaching and education on Vietnamese historical and cultural traditions for overseas Vietnamese; implementing cooperation programs and training Vietnamese human resources abroad; prioritizing training of high-quality human resources and priority and specialized fields; improving foreign language skills, especially English, for learners; building models suitable for each region, area, and area...

By 2025, 1,000 doctors must be sent to the grassroots level.

Regarding the “National Target Program on Health Care, Population and Development for the 2026-2035 period,” the Prime Minister requested that current challenges facing the health sector be resolved, meeting the needs of people’s health care and improving population quality.

In particular, attention should be paid to the issue of investment in facilities, medical equipment, technology, and medical human resources to improve the quality of the population, improve the stature and health of the people; build a model of organizing preventive medicine and grassroots health activities suitable for the current context of arranging grassroots administrative units; developing preventive medicine is key, grassroots health is the foundation for primary health care for the people; ensuring that each person receives regular medical examination and health care, protecting and caring for people's health early, from a distance, right from the grassroots, especially for children and the elderly...

Emphasizing that the Target Program must set specific goals such as how many times each person can have a medical examination per year; the deadline for achieving results in limiting, repelling and resolving epidemics at a specific level; the deadline for reducing the specific rate of people suffering from and dying from incurable diseases..., the Prime Minister pointed out that by 2025, 1,000 doctors must be sent to the grassroots level to improve people's health care.

Requiring the digitization of student records and data and the digitization of people's health records, the Prime Minister emphasized that the development of proposals for national target programs related to education, training and people's health has a wide scope, large objects, and comprehensive impact on the whole population, so the task is large and the requirements are high, while time is limited, the ministries need to make efforts, try, and soon complete the project to submit to competent authorities to ensure quality./.
