According to the Project to build at least 1 million social housing units for low-income people and industrial park workers approved by the Prime Minister, by 2030, Vinh Phuc must complete 28,300 apartments.

The social housing project in Nam Vinh Yen New Urban Area - Phase 1 is large-scale with 38 buildings, more than 5,300 apartments, total floor area of ​​nearly 190,000m2 on a land area of ​​17ha, total investment capital of more than 7,000 billion ^VND , expected to be completed before 2030.

Prioritize land and capital allocation for social housing

According to Vinh Phuc Provincial Party Secretary Dang Xuan Phong, the province currently has 17 industrial parks, of which 9 are operating with high occupancy rates, with over 260,000 regular workers, and a huge demand for social housing.

In early 2025, the province started 1 project and according to the plan, in 2025, it will start 6 social housing projects/constructions with a scale of 2,190 units. It is expected that from now until the end of August, the province will start one project each month, striving to complete the target assigned by the Prime Minister 1 year ahead of schedule.

Particularly for the social housing project in the Nam Vinh Yen New Urban Area - Phase 1, the Secretary of the Vinh Phuc Provincial Party Committee requested that it be faster, of better quality, more preferential and transparent.

At the groundbreaking ceremony, Prime Minister Pham Minh Chinh said that the National Assembly has passed many laws and guiding documents to remove legal obstacles and create favorable conditions for the real estate market, including social housing policies for low-income people and housing for workers in industrial parks.

Social housing is prioritized in land allocation, finance, capital and resources, so these priorities should not lower the value and quality of social housing. Authorities at all levels must clearly recognize and thoroughly understand this in implementing investment in social housing development. Therefore, project implementation must ensure speed, quality, infrastructure, environment and governance.

Implement investment projects with the motto "3 yes 2 no"

The Prime Minister assigned the Ministry of Construction and relevant ministries and sectors to continue to develop and perfect standards and regulations to meet the requirements of modern, civilized, bright, green, clean and beautiful housing. The banking sector has a stable and long-term credit policy for investors and users.

Localities should make social housing a socio-economic development indicator. Urgently complete the dossier to submit to the Government before March 25 to present to the National Assembly at the next session to remove difficulties and legal problems.

The Prime Minister emphasized the motto "3 yes, 2 no" in developing social housing, in which "3 yes" includes benefits for the State, benefits for the people, benefits for businesses, harmonious benefits, shared risks; "2 no" means no personal motives, corruption, negativity and no loss or waste of State assets, people's assets, and national resources.

Earlier in the working program, Prime Minister Pham Minh Chinh visited the Tam Dao beef farm and processing factory complex and inspected the development area of ​​the Tam Dao 2 eco-tourism resort project (Tam Dao district).

This is the first result of realizing the memorandum of understanding (MOU) worth 500 million USD between a Vietnamese enterprise and Sojitz Group (Japan), witnessed by Prime Minister Pham Minh Chinh at the Vietnam - Japan Investment Promotion Conference 2021 (in Japan).

The project has a total investment of 1,670 billion VND, the complex in Vinh Phuc was officially started in 2023, and has just completed construction in 2024. In particular, the beef processing factory will officially come into operation from the fourth quarter of 2024.

Highly appreciating the project, the Prime Minister said that the project is meaningful in many aspects, especially contributing to improving people's material and spiritual life, comprehensive human development, health care, and improving the physical strength and stature of Vietnamese people.

In the coming time, he requested investors to quickly restore the environment, produce and do business at the right design capacity; prepare raw material areas well; apply high and modern technology, develop digital economy, green economy; ensure food hygiene and safety, and participate in ensuring social security.
