Sharing with The Gioi & Viet Nam Newspaper, Deputy Foreign Minister Nguyen Minh Hang hopes that the fourth P4G Summit in 2025 hosted by Vietnam will contribute to promoting the international community's common awareness of responding to climate change, focusing on putting people at the center in shaping a green future; at the same time, creating opportunities to share experiences, resources and initiatives for sustainable development and global green growth.

On April 16-17, Vietnam will host the 4th Summit of the Partnership for Green Growth and the Global Goals 2030 (P4G) in 2025, with the theme "Sustainable green transformation, people-centered".

Vietnam takes on the role of host country   The 4th P4G Summit, could you please tell us about the purpose and contribution of P4G, as well as Vietnam's role and participation in this mechanism?

The Partnership for Green Growth and the Global Goals 2030, also known as P4G, was established in 2017 by Denmark and has the participation of 8 other member countries: Vietnam, Korea, Ethiopia, Kenya, Colombia, the Netherlands, Indonesia, South Africa and 5 partner organizations: World Resources Institute (WRI), Global Green Growth Institute (GGGI), C40 network (C40 cities), World Economic Forum (WEF) and International Finance Corporation (IFC).

The Forum aims to connect governments with businesses and civil society to promote public-private partnerships in key areas such as food loss reduction, smart agriculture, renewable energy, clean water and zero-emission transport. P4G’s notable achievements include providing financial and technical support to small and micro enterprises and startups in the field of climate change prevention. In phase 1 (2017-2022), P4G invested 28 million USD in small and micro enterprises; P4G’s total funding for phase 2 (2023-2027) is more than 35 million USD.

The main beneficiaries that P4G targets are small, micro and start-up enterprises, which are considered as “new resources” that have not been exploited commensurate with their potential. Therefore, the core value of P4G lies not only in financial and technical support but also in being a catalyst to create connections, exploit new ideas and initiatives, promote partnerships and cooperation in a practical and long-term manner.

P4G has gone through three Summits hosted by Denmark (2018), South Korea (2021) and Colombia (2023), aiming to consolidate and promote high-level political commitments in implementing the Paris Agreement on climate change and the 2030 Sustainable Development Goals (SDGs). The three Summits have demonstrated that on the journey of green growth and sustainable development, countries cannot “go it alone” or “develop on their own”. International cooperation is the way forward on that long journey. Through cooperation, countries around the world can learn from each other and leverage resources to jointly achieve sustainable development goals.

Vietnam is one of the founding members and also one of the main partners of P4G. We not only always participate proactively, positively, responsibly and closely coordinate with members to promote the agenda, vision and mission of the Forum, but also through projects and cooperation programs within the framework of P4G to attract valuable resources for economic and social development, promote green growth and green transformation in Vietnam. P4G also supports partnership programs under the model of Government - non-profit organization - start-up enterprise to bring solutions to promote green growth and climate action in Vietnam.

Since 2018, P4G mechanisms have supported the implementation of 8 projects for Vietnamese startups with a budget of nearly 2.8 million USD, focusing on areas such as energy transition, green transportation, greening the food and agricultural value chain, etc.

Vietnam has chosen the theme “Sustainable green transformation, focusing on people” for the 4th P4G Summit,   Could you please tell us the meaning of this topic and the importance of the Conference?

The fourth P4G Summit held in Hanoi is the first multilateral high-level event on green transformation, green growth and sustainable development hosted by Vietnam. The conference was attended by 9 P4G members and received the enthusiastic response and participation of more than 30 countries and international organizations, affirming the importance of strengthening international cooperation to respond to global challenges and for sustainable development and shared prosperity.

Organizing the Conference is of great significance, not only affirming Vietnam's responsible participation and contribution to the international community's common efforts in addressing global challenges, but also helping to mobilize valuable international resources for the country's socio-economic development.

The world is currently facing unprecedented challenges in terms of climate change, natural disasters, epidemics, socio-economic crises, etc. Green transformation, green growth and sustainable development are becoming inevitable trends, strategic priorities of most countries and the focus of cooperation of many multilateral mechanisms. Vietnam's choice of the Conference's theme emphasizing green and sustainable transformation demonstrates its strong commitment, proactive role and responsible contribution to global efforts in implementing sustainable development goals, promoting green growth, combating climate change and reducing emissions.

In addition, our Party and State always identify that “people are both the center, the subject, and the driving force and goal of development”, “not sacrificing progress, social justice and the environment to pursue pure economic growth”; green growth must contribute to promoting economic restructuring associated with growth model innovation, aiming to achieve economic prosperity, environmental sustainability and social justice. Thus, the theme of the Conference is “Sustainable green transformation, taking people as the center” which reflects the harmonious combination between the guidelines and policies of our Party and State and the general trend of the times, demonstrating the role of Vietnam as an active and responsible member of the international community.

Furthermore, this P4G Summit is an opportunity for Vietnam to affirm its strong commitments to implementing the United Nations' sustainable development goals, as well as its determination to work with the international community to promote green and sustainable transformation strategies at the national, regional and global levels. The organization of the Conference also aims to concretize the policies and viewpoints of the Party and State of Vietnam on foreign affairs, deepen relations between Vietnam and its partners, enhance Vietnam's position and role in multilateral mechanisms, thereby mobilizing international resources for development, especially in climate change response, green transformation, digital transformation, science and technology, and innovation.

Through organizing this Conference, we also convey to the international community the message of a Vietnam that is determined and striving to transform its growth model, promote rapid and sustainable development, its achievements and strong economic development potential as well as the country's unique cultural values, the spirit of hospitality, friendliness and the steadfastness of the Vietnamese people.

With that meaning and stature, what positive results do we expect the Conference to achieve, Deputy Minister?

Following the P4G Summits in Denmark, South Korea and Colombia, the fourth P4G Summit in Vietnam will be a forum for P4G member countries, international organizations and guests to share valuable lessons, success stories and introduce innovative initiatives; thereby continuing to promote cooperation and seek practical solutions to achieve sustainable development goals and green transformation.

The Summit is expected to adopt two documents, namely the “Hanoi Declaration on sustainable, people-centered green transformation” and the “Declaration on strengthening cooperation between P4G and multilateral organizations and mechanisms to promote green transformation and sustainable development”. The two documents emphasize that green transformation has become an inevitable trend in implementing sustainable development goals through reducing emissions, using renewable energy and applying the circular economic model, while promoting the role of technology, innovation as well as the contribution of the group of subjects such as small, medium, micro enterprises and startups in the green transformation process. Greening the transition requires global cooperation between the Government, businesses and the international community, especially multilateral mechanisms, to ensure that no one is left behind.

In addition, through activities connecting businesses with investors, policy dialogue between businesses and leaders, we hope to have meaningful cooperation plans signed between the parties, thereby making practical contributions to the overall success of the Conference as well as the sustainable green transformation process that we are promoting together.

Through exchanges with Vietnam, a number of international credit institutions and donors have made meaningful financial commitments to green growth, sustainable development, and climate change adaptation projects in Vietnam and will be officially announced at the Conference.

Deputy Minister, please tell us how Vietnam has prepared to have a successful Conference as expected?

It is expected that about 1,000 international delegates from more than 40 countries and international organizations, including P4G member countries and partners, guests, green growth management agencies of P4G member countries, investment funds, research institutes, scholars, businesses, diplomatic corps, and international organizations will register to attend in person and online.

With the stature and significance of the Conference, the preparation work was closely directed and implemented early, with the active and responsible participation of ministries, branches and Hanoi city to ensure the Conference was successfully organized in all aspects, thereby attracting international attention and participation, while demonstrating the respect, hospitality and mark of Vietnam.

Reception, propaganda and cultural activities are also carefully prepared in a spirit of thoughtfulness, respect, safety, economy and efficiency, on the one hand, enhancing Vietnam's reputation in organizing major and important foreign affairs events of the country on the basis of compliance with international rules, practices and requirements; on the other hand, conveying to the international community and friends the image of a country that is strongly innovating, rich in cultural identity and highly determined in transforming its development model, while wishing to expand international cooperation to join hands in solving global challenges.
