Bac Phong Sinh Border Gate Economic Zone was established on September 13, 2002 under Decision No. 115/2002/QD-TTg of the Prime Minister. This is one of three border gate economic zones in Quang Ninh province, along with Mong Cai and Hoanh Mo - Dong Van. However, attracting investment to build Bac Phong Sinh Border Gate Economic Zone must be based on approved general construction plans and construction zoning plans, so there have been many difficulties and obstacles in attracting investment, managing planning, construction, land, and environmental resources for direct management agencies.

The implementation of the task will serve as the basis for establishing the Master Plan for the construction of the Bac Phong Sinh Border Gate Economic Zone, submitting it to the Ministry of Construction and the Prime Minister as the basis for establishing the zoning plan and detailed construction plan, attracting investment in the construction of the Bac Phong Sinh Border Gate Economic Zone according to regulations.

Specifically, the planning scope is according to the boundary of the establishment of Bac Phong Sinh Border Gate Economic Zone (according to the Prime Minister's decision), including the entire administrative boundary of Quang Duc commune, Hai Ha district, Quang Ninh province, with an area of ​​about 9,373 hectares. The goal is to develop Bac Phong Sinh Border Gate Economic Zone according to the model of a comprehensive, multi-sector, multi-sector economic zone, focusing on developing trade, services, tourism, and processing industries; closely linked with Hai Ha Industrial Park - Seaport to form a hub for gathering, transiting, and importing and exporting goods and services.

This border economic zone will also, together with the Hoanh Mo - Dong Van border economic zone, support the Mong Cai border economic zone to ensure continuity and maintain continuous operations, promoting the development of border economic zones. In addition, it also aims to build a northern border urban area of ​​Hai Ha district with a harmonious urban space, synchronous technical infrastructure and its own identity; build an economic zone with guaranteed national defense, solid security and order, social safety, consolidate national defense, protect national sovereignty and territorial integrity, and border security.

Quang Ninh Province approved this Master Plan task shortly after the announcement ceremony of the opening of the Hoanh Mo (Vietnam) - Dong Trung (China) bilateral border gate pair, including the Bac Phong Sinh (Vietnam) - Ly Hoa (China) customs clearance on June 25. Currently, import and export activities through Bac Phong Sinh are growing significantly, with the total import and export turnover of goods in the first 6 months of 2024 reaching over 33.7 million USD, an increase of more than 77% over the same period in 2023. These are all important foundations for the localities of both sides to focus on attracting investment and comprehensive development cooperation in all fields.

Mr. Nguyen Kim Anh, Secretary of Hai Ha District Party Committee, Quang Ninh Province, expects: "Certainly in 2024 and especially in the coming years, the export value alone will be from 130-150 million USD with this situation. This will also be a breakthrough for exchanges between the two localities, including Bac Phong Sinh border gate of Hai Ha district".
