Facilitate people's access to agricultural credit

Accordingly, Decree No. 156/2025/ND-CP increases the maximum unsecured loan amount for individuals, households, cooperatives, business households, cooperatives, cooperative unions and farm owners. Specifically, the unsecured loan amount for individuals and households residing in rural areas or engaged in agricultural production and business activities increases from VND 100-200 million to VND 300 million. The unsecured loan amount for cooperatives and business households operating in rural areas is increased from VND 300 million to VND 500 million. The unsecured loan amount for farm owners is increased from VND 1-2 billion to VND 3 billion. The unsecured loan amount for cooperatives and cooperative unions is increased from VND 1-3 billion to VND 5 billion.

In addition to raising the limit, Decree No. 156/2025/ND-CP also simplifies loan procedures. Specifically, people do not need to submit a certificate of land without a red book or no dispute as before. The submission of land use right certificates will be carried out according to the agreement between the bank and the customer, instead of being mandatory. Notably, Decree No. 156/2025/ND-CP also expands the beneficiaries of credit incentives such as organic and circular agriculture, allowing access to capital and handling risks similar to high-tech production models or chain linkages.

The issuance of Decree 156/2025/ND-CP is a concrete step to unlock credit resources, promote agricultural and rural development, and contribute to achieving sustainable growth goals in the coming period.
