Proposal to 'tighten' vehicle speed in inner city to no more than 30 km/h receives mixed opinions

Previously, in an official dispatch sent to the Ho Chi Minh City People's Committee, the Department of Transport proposed that the City People's Committee approve the City Traffic Safety Committee to research and develop a "Plan to implement speed management for traffic participants in the inner city area". In particular, the City Traffic Safety Committee proposed to limit the speed to no more than 50 km/h in urban areas, and no more than 30 km/h in places with vulnerable traffic participants.

According to the leader of the City Department of Transport, the National Technical Regulation on Road Signs clearly states that the maximum allowable speed should not be less than 40 km/h and greater than 120 km/h. Therefore, the above proposal is not in accordance with the provisions of QCVN 41:2019/BGTVT, Circular No. 31/2019 of the Ministry of Transport regulating the speed and safe distance of specialized motor vehicles and motorbikes participating in road traffic.

The proposed document also contains some contents that do not fully present related issues. Therefore, the Department of Transport would like to withdraw and cancel the above document. "The Department of Transport will urgently study and complete the report contents and submit them to the City People's Committee as soon as possible" - the leader of the Department of Transport informed.
