The movement of "Repaying gratitude" has been promoted with practical and effective actions and deeds. The Standing Committee of the Provincial Party Committee issued Directive No. 21-CT/TU, dated February 28, 2022, on strengthening the Party's leadership over the work of the revolutionaries in Hoa Binh province until 2025 and the following years. It emphasizes the requirement to fully and promptly implement preferential policies according to the provisions of the Ordinance on Preferential Treatment of Revolutionaries, ensuring that revolutionaries enjoy full benefits of policies and have a higher standard of living than the average in their place of residence.
Thanks to that, by the end of 2024, the whole province will have about 99.6% of NCC households with a standard of living equal to or higher than the average of the local population; 100% of communes, wards and towns are recognized for doing a good job in the work of war invalids, martyrs and NCC. Subsidies, health insurance, nursing, education - training support, housing improvement policies... are fully and transparently implemented, without any violations or backlogs.
Up to now, the province has confirmed and resolved preferential treatment for nearly 40,000 NCC and their relatives. Of these, more than 7,300 people are receiving monthly preferential allowances; over 12,000 people have been granted health insurance cards; more than 3,200 people are receiving annual health care and rehabilitation. Each year, the province spends over 15 billion VND to present more than 50,000 gifts on the occasion of Lunar New Year, War Invalids and Martyrs Day (July 27) and important events.
Along with implementing policies well, the province focuses on mobilizing social resources to join hands in taking care of the lives of the elderly. The movement "All people take care of the elderly" has truly spread, becoming a regular activity of Party committees, authorities, organizations, businesses and people of all walks of life.
On average, each year, the "Repaying gratitude" Fund of Hoa Binh province mobilizes over 5 billion VND, thereby supporting the construction of dozens of gratitude houses, giving hundreds of savings books, supporting Vietnamese Heroic Mothers; visiting and encouraging families with meritorious services; renovating and upgrading cemeteries and martyrs' memorials... These humane actions have contributed to improving the material and spiritual life of the NCC, while fostering trust and gratitude in the community.
In localities in the province, many activities of gratitude have become regular activities. Typical examples include mobilizing social resources to build and repair gratitude houses; giving gifts to war invalids, sick soldiers, and relatives of martyrs; providing free medical examinations and medicine to policy beneficiaries; maintaining the model of "Women's Association taking care of and supporting martyrs' mothers" in many communes and towns. In some units, the "Gratitude" movement has been materialized through the programs "Gratitude Meal", "Youth lighting candles to honor heroic martyrs", attracting the active participation of union members, youth, students and pupils. Schools also integrate traditional education into extracurricular programs, helping the younger generation understand more deeply the value of peace and the great sacrifices of previous generations.
In addition, armed forces units such as the Provincial Military Command and the Provincial Police proactively coordinated with localities to visit, give gifts, provide medical examinations, and give savings books to policy families in remote areas and ethnic minority areas. These practical actions contributed to spreading the tradition of "When drinking water, remember its source" and "When eating fruit, remember the person who planted the tree" in society.
To continue promoting the effectiveness of gratitude work in 2025 and the following years, the province focuses on thoroughly implementing Directive No. 21-CT/TU, promoting the combined strength of the political system, continuing to widely propagate preferential policies for NCC among cadres, party members and people. At the same time, promote socialization, mobilize more resources so that there are no more poor NCC households; focus on resolving difficulties and shortcomings in preferential policies; promptly commend and honor outstanding collectives and individuals in the "Repaying gratitude" movement.
During the historic April days, commemorating the 50th anniversary of the Liberation of the South and National Reunification Day, Hoa Binh province has implemented many programs of profound gratitude: organizing visits and giving gifts to families with meritorious services; inaugurating gratitude houses; organizing cultural - artistic - sports activities associated with the theme of gratitude and arousing patriotism. With affection, responsibility and concrete actions, the work of gratitude and repayment in Hoa Binh has been contributing to affirming noble human values, deeply demonstrating traditional ethics, fostering trust and solidarity in the cause of building and developing the homeland in the new era.
