Speaking at the opening of the session, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: At this session, the Provincial People's Council focused on discussing and deciding on the policy of rearranging commune-level administrative units in the province - an important step to concretize the policies of the Party, the State and the province on perfecting the local government apparatus in the direction of streamlining, effectiveness and efficiency, towards a two-level local government model.

The Project and draft Resolution approving the policy of rearranging commune-level administrative units of Quang Ninh province in 2025 are considered a concrete step of Quang Ninh in implementing the major policy of the Party and State to innovate and rearrange the organizational apparatus of the political system to be streamlined, operate effectively and efficiently; streamline the payroll; restructure and improve the quality of the contingent of cadres, civil servants and public employees; and reduce state budget expenditures.

At the same time, focus resources, maximize potential and advantages, expand development space, strengthen regional linkages; attract investment, create new development momentum, promote growth and economic restructuring, especially in the context that the Central Government is promoting decentralization, delegation of power, and granting autonomy and self-responsibility to local governments.

This also contributes to solving existing problems and shortcomings in administrative boundary management, creating a legal basis for urban planning and development in the area; associated with ensuring national defense, security, and social order and safety.

The project to rearrange commune-level administrative units in Quang Ninh province includes 2 options:

In the first option, the current 171 commune-level administrative units will be arranged into 51 commune-level administrative units, including: 27 wards, 21 communes and 3 special zones (Van Don, Co To, Mong Cai).

The second option, if the Central Government only approves 2 special economic zones (Van Don, Co To), then the commune-level administrative units of the entire province will be arranged into 54 units, including: 30 wards, 22 communes and 2 special economic zones.

At the 26th session, the 14th People's Council of Quang Ninh province, term 2021-2026, passed a Resolution approving the policy of rearranging commune-level administrative units in the province. In which, it approved the policy of rearranging commune-level administrative units of Quang Ninh province into 51 commune-level administrative units, including: 27 wards, 21 communes and 3 special zones (Mong Cai, Van Don, Co To).

In case the competent authority allows the establishment of 2 special zones (Van Don, Co To), the current 12 communes and wards of Mong Cai city (Binh Ngoc, Tra Co, Hai Xuan, Hai Yen, Tran Phu, Hai Hoa, Ka Long, Ninh Duong, Van Ninh, Hai Dong, Vinh Thuc island commune, Vinh Trung island commune) will be arranged into 4 administrative units.

In order for the arrangement of commune-level administrative units in the area to be implemented in accordance with procedures and regulations and to facilitate cadres and people, the People's Council of Quang Ninh province assigns the People's Committee of Quang Ninh province, based on current legal provisions and this Resolution, to complete the dossier of the Project on arrangement of commune-level administrative units in Quang Ninh province in 2025 and submit it to competent authorities for consideration and decision in accordance with legal provisions.
