The Standing Committee of Quang Ngai Provincial Party Committee has just established 4 groups to discuss and contribute opinions on the draft political report of the 20th Provincial Party Executive Committee, to be submitted to the 21st Provincial Party Congress for the 2026-2030 term.

According to the Quang Ngai Provincial Party Committee, this draft political report is of special importance, not only summarizing and evaluating the results of this term but also providing orientation, goals and guidelines for activities, leadership and direction in the next term.

In particular, the draft will be discussed by the Quang Ngai Provincial Party Committee, discussing all aspects of the province, determining the direction, goals, targets, and solutions for the 2025 - 2030 term that are realistic, feasible, and effective when implemented. As for the target of the average annual GRDP growth rate in the next term, the draft sets out from 7.5 - 8.5%.

Secretary of Quang Ngai Provincial Party Committee Bui Thi Quynh Van affirmed: The political report is the central document of the congress, the basic basis for building other documents, the crystallization of collective intelligence, a collective work of the entire Party, the entire people, and the entire army.

Therefore, the Political Report must promote democracy, collective intelligence, enthusiasm, creativity, responsibility, vision, and aspirations of the Party Committee and the development orientation of the province; must correctly, honestly, objectively, and comprehensively assess the situation and results of implementing the resolution of the Provincial Party Congress for the 2020-2025 term, especially the key and breakthrough tasks.

It is necessary to evaluate the tasks of Party building and rectification; combating corruption, waste, and negativity. Point out the advantages, disadvantages, subjective and objective causes. From there, draw profound lessons in leadership, direction, and implementation.

Discussion and comments must determine directions, goals, targets, and solutions for the 2025-2030 term that are realistic, feasible, and effective when implemented.

For mountainous districts, it is necessary to promote the effectiveness of crops and livestock, and minimize the development of hybrid acacia trees because 90% of the acacia planting area is exploited early, and the efficiency is not high. To develop the economy, it is necessary to focus on agricultural development and promote the transfer of science and technology to rural areas.

Regarding the target of average annual GRDP growth rate in the next term, Quang Ngai Provincial Party Committee believes that it is necessary to strive to exceed this level so that the entire political system can make greater efforts and determination. From there, the highest growth target can be achieved.

Need to promote advantages in potential and solidarity

Quang Ngai is entering the final year of the 2020-2025 term. Over the past 4 years, Quang Ngai's economy has always maintained good growth, and people's lives have increasingly improved. Investment and construction activities, especially traffic works, have been gradually creating a foundation for the province to move towards further goals.

Attending and directing the 29th session of the 13th Provincial People's Council, term 2021 - 2026, which is taking place, Senior Lieutenant General Tran Quang Phuong, Vice Chairman of the National Assembly, highly appreciated the bravery, intelligence, determination, solidarity and unity of the Party Committee, government and the political system, together with the entire people, Quang Ngai has overcome difficulties and challenges.

However, Quang Ngai still faces many difficulties and limitations from within the province. Although industry has grown quite well, manufactured industrial products and industrial products with high scientific and technological content are still limited.

Socio-economic infrastructure, especially Dung Quat Economic Zone, is degraded, lacking synchronization, and failing to meet development requirements. Agricultural development is fragmented, small-scale, and unsustainable. Value-added service industries and transportation services develop slowly; tourism is not commensurate with the province's potential.

Attracting non-state capital for development investment is not much. Land issues have not been thoroughly resolved and have become a bottleneck restraining the province's socio-economic development...

It is necessary to continue to thoroughly grasp and effectively implement the Resolutions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government and the Resolution of the 20th Quang Ngai Provincial Party Congress, which have set out key targets for the 2020-2025 term, with a vision to 2030.

"Be persistent and determined in leadership and direction, focus on breakthroughs and key tasks, remove bottlenecks and obstacles, promote the province's potential and advantages in conjunction with mobilizing the strength of all people," the Vice Chairman of the National Assembly directed.

According to the Vice Chairman of the National Assembly, Quang Ngai needs to focus on renewing old growth drivers (investment, export, consumption); promoting new growth drivers: Green and circular economy; science and technology, innovation; energy, etc.

The focus is on promoting industrial development, especially basic industry, promoting the formation of a national refinery, petrochemical and energy center in Dung Quat Economic Zone. Promoting tourism development, soon forming a Ly Son sea and island tourism center.

Investing in developing synchronous and modern infrastructure to serve the development process, creating synchronous connectivity; promoting digital transformation and green transformation, mobilizing resources to invest and upgrade digital infrastructure...

Promote administrative reform, simplify administrative procedures, ensure publicity and transparency; deploy solutions to manage and use public investment capital most effectively.

Closely combine economic, cultural and social development with ensuring national defense, security and foreign affairs. Strengthen care for the material and spiritual life of the people, especially ethnic minorities in localities.

The province needs to prepare and successfully organize party congresses at all levels for the 2025-2030 term, and the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term, in order to meet the development requirements of Quang Ngai province in the new period.
