These typical models - selected from 6,540 "Skilled Mass Mobilization" models built and evaluated by the province in the period 2009 - 2024.

According to Head of the Provincial Party Committee's Mass Mobilization Commission Huynh Thi Thuy Dung, the implementation of the project aims to concretize one of the 7 tasks set out in Resolution No. 35, dated December 8, 2023 of the Quang Nam Provincial Party Committee on improving the quality and effectiveness of mass mobilization work in the province in the new situation. In particular, it is determined to improve the quality and widely deploy the emulation movement "Skilled Mass Mobilization" associated with building and replicating typical models of "Skilled Mass Mobilization".

Among the 20 typical "Clever People's Mobilization" models selected according to the project, in the field of economic development, there is a model of growing medicinal plants on wasteland of the People's Mobilization Bloc of Tra Ka commune (Bac Tra My).

Implemented in 2021, Tra Ka Commune's Mass Mobilization Bloc mobilized 12 households in Village 2 to renovate abandoned land and land filled with sediment due to natural disasters and floods, and plant more than 1 hectare of black turmeric.

With the active participation of the household group, the situation of abandoned land was overcome, the source of raw materials was built and 3 products from black turmeric were produced, including black turmeric powder, black turmeric starch and black turmeric honey pills.

As for the product "Black turmeric honey pills" has been certified OCOP 3-star in 2023. This product has been displayed and sold at the Co.opMart supermarket system.

In 2023, the profit from selling fresh turmeric and processed products reached nearly 60 million VND, contributing to creating livelihoods and jobs on the spot. Seeing the economic efficiency brought by the model, many other households have proactively renovated their family's abandoned garden land to grow turmeric. This is the premise for establishing a cooperative or cooperative for this medicinal plant.

The model of "Rich households helping poor households" of the Vietnam Fatherland Front Committee of Dien Phuoc commune (Dien Ban) was selected to be replicated in the coming time. Although it was only established in early 2024, some initial results of the model have affirmed the right direction, demonstrating the tradition of solidarity, mutual love, connection, sharing and spreading humanitarian activities, connecting the village and neighborhood relationship between "households".

Not only supporting livelihoods, repairing and building 4 solidarity houses, some "well-off households" also help "poor households" with money and labor days to move fences, gates and widen roads; helping each other transfer farming and livestock raising techniques.

In the field of security and order, the "5 in 1" Self-management Team model of the People's Committee and the Mass Mobilization Bloc of Tam Thang commune (Tam Ky) was selected to be replicated according to the project. The model was launched in Kim Doi village with 20 members in 2022, and one year later, it was replicated in all 8 villages of the commune, with 169 members.

Voluntarily operating under the motto of “3 no’s” (no salary, no allowance, no benefits), the self-management groups coordinated with the Commune Police to organize more than 300 patrols, detecting, preventing, and handling 37 cases of property theft, illegal sand mining, lime production causing environmental pollution, gambling, etc. Thereby supporting the police to handle 73 subjects, contributing to significantly reducing the situation of theft, fighting causing public disorder, etc.

Consistent with the view that "People are the root"

With the project just deployed to the conference, Head of the Provincial Party Committee's Mass Mobilization Committee Huynh Thi Thuy Dung said that, along with enhancing the responsibility and specific actions of agencies, units, and localities in implementing the construction and replication of typical models, Quang Nam continues to direct the launch of new construction of "Skilled Mass Mobilization" models in various fields.

In particular, focus on building models associated with concretizing major policies of the Central and the province; patriotic emulation movements, campaigns and key political tasks of each agency, unit and locality, especially those that are new, difficult, complicated and specific.

“Every year, the Provincial Party Committee Standing Committee assigns targets to each district-level Party Committee to lead and direct the construction of at least 2-3 new “Skilled Mass Mobilization” models in high-quality, highly influential fields and select at least one typical model to introduce and organize replication.

For provincial agencies and units, choose to build new and effectively maintain at least one typical model of "Skilled Mass Mobilization" within the scope of expertise and field of operation of their agency or unit in the period of 2025 - 2030" - Ms. Dung said.

Provincial Party Secretary Luong Nguyen Minh Triet assessed that the mass mobilization work in the province has been carried out quite well, contributing significantly to the province's development in recent times. Many creative and effective models have mobilized the people's strength to create changes in the province after more than 25 years of re-establishment.

According to the Provincial Party Secretary, the emulation movement "Skilled Mass Mobilization" must continue to be implemented more strongly, effectively, enthusiastically and substantially to mobilize the endogenous strength of the entire people, becoming a driving force to complete the development goals of Quang Nam set in the coming time. In the implementation process, it is necessary to always be consistent and consistent with the viewpoint "People are the root", the subject of the innovation process.

The whole province continues to do well in the work of "Smart Mass Mobilization" in many areas. In particular, more attention is paid to a number of areas related to compensation for site clearance; new rural construction, sustainable poverty reduction, temporary housing elimination; administrative reform, digital transformation, government mass mobilization, etc.

There have been many good models in this field, we need to focus on developing and replicating them to strengthen the spirit of self-management among the people. Villages and neighborhoods must be places to strongly promote the movement of helping each other reduce poverty; prevent crime, ensure security and order; clean the environment and build a cultural and civilized lifestyle” - the Provincial Party Secretary emphasized.
