Bai Chay Ward: Granting Land Use Rights Certificates to Citizens

Implementing a two-level local government, from July 1, 2025, the People's Committee at the commune level officially has the authority to issue land use right certificates, house ownership rights and other assets attached to land to citizens. Although in the initial stage of operation, the work is still complicated, Bai Chay ward has made efforts to complete the procedures to issue land use right certificates to citizens. After 1 month of operation, Bai Chay ward People's Committee received and issued land use right certificates to 15 dossiers that met the prescribed conditions, including 3 new dossiers, 12 dossiers of land use purpose conversion and additional issuance; at the same time, guiding people to complete and supplement 16 dossiers.

At the ceremony, Bai Chay Ward People's Committee awarded land use right certificates to local citizens.

Holding the land use right certificate in his hand, Mr. Nguyen Van Dan, group 4b, Hung Thang 1 area, Bai Chay ward could not hide his joy. Mr. Dan said: "I submitted the application to convert the land use purpose in the ward and unexpectedly everything happened so quickly. After only 2 days of submitting the application, I received the certificate, I was really touched."

Sharing the same joy, Ms. Dang Thi Loan, Group 5c, Zone 2, Bai Chay Ward excitedly said: "Since the two-level government was put into operation, I have seen that all paperwork procedures have been done very quickly and conveniently by the ward staff, and the people have been enthusiastically guided. We, the people, do not have to travel far, travel many times, and do not have to wait anymore. Today, receiving the Land Use Right Certificate, I am very happy and satisfied with the operation of the new apparatus according to the two-level model."

The granting of certificates to the people of Bai Chay ward after the operation of the 2-level local government model is an important step forward, demonstrating administrative reform and improving the effectiveness of state management. The process of receiving and processing documents is guaranteed, in accordance with regulations and promptly resolved, helping people feel more secure in exercising their legal rights.

After 1 month of operating the 2-level government model, from initial concerns about the large workload and the risk of delays in processing records, up to now, administrative procedures serving people and businesses in the ward have been basically implemented smoothly and effectively. From July 1 to July 31, the Bai Chay Ward Public Administration Service Center received 795 records. Of which, 558 records have been processed; 237 records are in the process of being processed. The Ward Public Administration Service Center has not yet received any recommendations or feedback from citizens related to receiving administrative procedure records at the ward.

To achieve positive results in handling administrative procedures, Bai Chay ward has clearly decentralized, arranged experienced, knowledgeable and IT-qualified staff to work at the Public Administration Service Center; at the same time, regularly coordinated with departments, branches and units to deploy electronic systems to overcome and remove obstacles in the process of handling administrative procedures, ensuring results are returned before and on time to the people.
