On October 2, Mr. Dao Duc Tuan, Director of the Department of Education and Training of Binh Dinh, said that at the beginning of the 2024-2025 school year, educational institutions in the province still had a situation where parents' representatives mobilized money without ensuring the principle of voluntariness, causing negative impacts on the education sector.

Accordingly, to rectify the situation of mobilizing contributions for revenues outside of regulations, the Department of Education and Training of Binh Dinh has requested educational institutions to seriously implement documents guiding the implementation of tuition fees and service fees to support educational activities other than tuition fees to meet learners' needs and other revenues for educational institutions in the 2024-2025 school year.
Specifically, on September 23, after receiving feedback from parents about the parent representative board of Phu Cat High School No. 3 (Phu Cat District, Binh Dinh) mobilizing money to buy televisions for teaching 10th graders and the parent representative board of Nguyen Huu Quang High School (Phu Cat District) mobilizing money to build student parking lots; Binh Dinh Department of Education and Training invited the principals of these two schools to a meeting and made corrections, requesting corrections. At the same time, Binh Dinh Department of Education and Training also issued an official dispatch on the implementation of collections in educational institutions to combat overcharging in the 2024-2025 school year.

"As soon as the directive was issued, Phu Cat High School No. 3 and Nguyen Huu Quang High School implemented the correction and reported to the Binh Dinh Department of Education and Training. Specifically, Phu Cat High School No. 3 returned the TV to the parent representative board of grade 10 students; Nguyen Huu Quang High School requested the parent representative board to stop fundraising and refund money to parents who participated in supporting the construction of student parking lots. The Department also requested the principals of high schools and affiliated schools, and directors of continuing education centers in the province to organize inspections, reviews, and correct violations," Mr. Tuan added.
According to the Department of Education and Training of Binh Dinh, the revenues in educational institutions are regulated by competent authorities, including: Tuition fees; services to serve and support educational activities other than tuition fees to meet the needs of learners for public educational institutions in the province; student health insurance.
Unallowable fees include: Protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms and schools; rewarding school administrators, teachers and staff; purchasing machinery, equipment and learning materials for schools, classrooms or for school administrators, teachers and staff; supporting management, teaching and learning organization and educational activities; repairing, upgrading and constructing new school facilities.
