Concluding the forum “Listening to farmers speak” with the theme “Unlocking land resources, aiming for NetZero goals, protecting rural environment”, on behalf of the leaders of the Ministry of Natural Resources and Environment, Minister Do Duc Duy respectfully thanked Comrade Luong Quoc Doan, Chairman of the Vietnam Farmers’ Union and highly appreciated the initiative of the Central Committee of the Vietnam Farmers’ Union in coordinating with the Ministry of Natural Resources and Environment to organize and co-chair this very important Forum.

Minister Do Duc Duy said that the forum listened to, exchanged and discussed with more than groups of questions and opinions with a frank, enthusiastic and highly responsible spirit of farmers' association officials, excellent farmers' association members, typical cooperatives, experts, scientists and businesses...

In particular, farmer delegates discussed a group of discussion contents related to solutions and policies to unlock land resources for sustainable development; discussed and had dialogues on implementing new points of the 2024 Land Law and guiding documents closely related to agriculture and rural areas; delegates also discussed mechanisms, policies and solutions on protecting the agricultural and rural environment to implement Vietnam's commitments, towards the goal of net zero emissions...

The contents raised at the Forum were basically answered and clarified by representatives of specialized agencies and units of the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development and the Central Vietnam Farmers' Union. Minister Do Duc Duy hopes that the opinions exchanged, answered and guided have basically met the requirements and will be effectively applied in the implementation process in practice.

In addition, the Minister said that the discussion contents at the Forum are important preparations before the Dialogue Conference between the Prime Minister and farmers in 2024 scheduled to take place next December.

In the spirit that the Government will accompany, support, and share with farmers; taking farmers as the center, as the service object, creating a favorable environment for farmers to develop production and business, actively contributing to the socio-economic development of the country. Minister Do Duc Duy requested the affiliated units of the two agencies and ministries and branches to continue to review, synthesize, answer, and promptly guide questions and opinions that have not been directly answered at the Forum; at the same time, coordinate and focus on implementing well 06 key tasks:

Firstly, proactively coordinate closely with farmers' associations and cooperatives at all levels to actively disseminate, propagate, educate, create unity and high consensus in the awareness and actions of the whole society in general and farmers' associations nationwide in particular on management, economical and efficient use of resources, environmental protection, proactively prevent natural disasters, respond to climate change according to the green transformation trend, develop low-carbon economy, circular economy, restore ecosystems; aim for sustainable and carbon-neutral development; strongly promote digital transformation, innovation; promote the role of farmers, rural people, businesses, and cooperatives.

Identifying climate change adaptation and achieving the goal of net zero emissions is both a challenge and an opportunity for sustainable development of the agricultural and rural economy and improving the lives of rural people.

Innovate propaganda, mobilization, gathering and solidarity work among farmers; improve the effectiveness of emulation movements and campaigns in implementing policies and laws on natural resources and environment; integrate with propaganda and mobilization to implement the Party's guidelines and policies and the State's laws on agriculture, farmers and rural areas.

“In particular, linking the dissemination and popularization of natural resources and environment policies with the resolution and removal of difficulties and obstacles will bring practical benefits to farmers; create conditions for farmers to access new policies, unlock resources, and contribute to effective and sustainable agricultural and rural development.” - Minister Do Duc Duy emphasized.

In addition, we focus on political and ideological education, raising awareness, arousing patriotism, national pride, will, aspiration to rise up, striving to study and follow Ho Chi Minh's ideology, morality and style; joining hands and contributing to building regenerative agriculture, modern countryside, civilized farmers, actively contributing to socio-economic development, ensuring national defense, security and international integration.

At the same time, strengthen communication on guidelines, policies, laws, good models, effective practices, typical and advanced examples in agriculture, farmers and rural areas; improve the quality and effectiveness of information and communication activities of farmers' associations at all levels; integrate the implementation of policies and laws on natural resources and environment into models, movement activities, information and communication work of associations at all levels.

Second, continue to review, perfect and effectively implement the system of policies and laws on resource management, environmental protection, natural disaster prevention and response to climate change associated with agriculture, farmers and rural areas.

Focusing on fully and comprehensively implementing the Law on Environmental Protection 2020, the Law on Water Resources 2023, the Land Law 2024, the Law on Marine and Island Resources and Environment and documents guiding their implementation.

Regarding the implementation of the 2024 Land Law, there are many new points that create more favorable conditions for farmers, as well as land policies for ethnic minorities that need to be widely disseminated and guided so that farmers can grasp and apply these new policies to develop family economy, rural economy and participate in building sustainable new rural areas.

Third, promote green transformation, low-carbon economy, circular economy; focus on solving environmental pollution problems in rural areas, risks of resource depletion and biodiversity. In particular, promote the development and application of circular economic models in agriculture; propose policies to attract investment projects that use energy and resources economically and efficiently in agriculture. Develop and implement plans to reduce greenhouse gas emissions for agricultural development sectors; establish and effectively operate carbon markets in general, and in the fields of agriculture and forestry in particular.

Fourth, regularly update and guide people and communities on plans and solutions for natural disaster prevention and response to climate change in areas frequently affected by natural disasters, flash floods, landslides, midland and mountainous areas. Implement comprehensive solutions to prevent and combat saline intrusion, riverbank and coastal erosion, and subsidence in the Mekong Delta; proactively plan, relocate, and resettle people in areas at high risk of natural disasters.

Fifth, optimize the use of unused land areas in practice; strictly control mineral exploitation activities, especially sand and gravel exploitation in riverbeds and coastal areas.

Exploit and use water resources effectively in agriculture, contributing to ensuring water security; continue to decentralize forest management, protection and development to the community.

Sixth, focus resources on effectively solving rural environmental problems, especially wastewater treatment in craft villages; renovating and restoring the environment of polluted river basins, reservoirs, and irrigation works; effectively collecting and treating domestic solid waste, packaging, and pesticides; minimizing plastic waste; recycling and promoting the application of microbiological and organic technologies in farming and agricultural economic development; ensuring clean water supply for people in rural areas, remote areas, border areas, and islands; protecting natural ecosystems, especially forest ecosystems, wetlands, coral reefs, and seagrass beds.

“With the functions and tasks of state management of the Industry, along with special affection for farmers and farmers' associations at all levels, the Ministry of Natural Resources and Environment will continue to pay attention, direct, and create the most favorable conditions for innovation, promotion, role, and position of farmers and associations at all levels to join hands and contribute to the implementation of the development goal of "ecological agriculture, modern countryside, civilized farmers" in the spirit of the Resolution of the 13th National Party Congress." - Minister Do Duc Duy emphasized.
