The project "Sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030" was approved by Deputy Prime Minister Tran Luu Quang in Decision No. 1490 dated November 27, 2023. The project is implemented in 12/13 provinces of the Mekong Delta except Ben Tre.
Government approves project of 1 million hectares of high-quality rice
The general objective of the project is to form 1 million hectares of high-quality and low-emission rice growing areas associated with reorganizing the production system according to the value chain, applying sustainable farming processes to increase value, sustainable development of the rice industry, improve production and business efficiency, income and life of rice growers, protect the environment, adapt to climate change and reduce greenhouse gas emissions, contributing to the implementation of Vietnam's international commitments.
To implement sustainable farming, the amount of rice seeds sown will be reduced to less than 70 kg/hectare; the amount of chemical fertilizers and chemical pesticides will be reduced by 30%; the amount of irrigation water will be reduced by 20% compared to traditional farming. 100% of the area will apply at least one sustainable farming process such as: "1 must, 5 reductions" (must use certified rice varieties; reduce seeds, reduce water, reduce fertilizers, reduce pesticides and reduce post-harvest losses); sustainable rice production standards (Sustainable Rice Platform - SRP); alternate drying irrigation and certified good agricultural practices standards and be assigned a growing area code.
Regarding production organization, 100% of the production area of high-quality and low-emission rice cultivation has links between enterprises and cooperatives, cooperatives or farmers' organizations in production and product consumption; the rate of synchronous mechanization reaches over 70% of the area; over 1 million households apply sustainable farming processes.
Regarding environmental protection and green growth, the post-harvest loss rate is below 8%; 100% of straw is collected from the fields and processed for reuse; greenhouse gas emissions are reduced by over 10% compared to traditional rice cultivation.
The added value in the rice chain increased by 40%, in which the profit margin for rice growers reached over 50%. The amount of exported rice with high-quality, low-emission brands accounted for over 20% of the total rice export volume of the entire specialized growing area.
The Ministry of Agriculture and Rural Development is assigned to preside over and coordinate with relevant ministries, branches, People's Committees of provinces and centrally-run cities in the Mekong Delta region to guide the implementation, coordinate with localities and enterprises to develop specific plans to implement the project. This Ministry is also responsible for synthesizing and reporting to the Prime Minister annually; organizing a preliminary review in 2025 and summarizing the project implementation in 2030./.
