On January 6, 2022, the Prime Minister issued Decision No. 06/QD-TTg, approving the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030" (referred to as Project 06).

Project 06 has 7 major guiding viewpoints, with the general goal of applying the national population database, electronic identification and authentication system in the national digital transformation process by 2025, with a vision to 2030 to serve 5 groups of utilities: handling administrative procedures and providing online public services; serving socio-economic development; serving digital citizen development; perfecting the ecosystem serving connection, exploitation, supplementation and enrichment of population data; serving direction and administration at all levels.

After 2 years of implementing Project 06, the awareness and actions of all levels, sectors and people on digital transformation in general and the implementation of Project 06 in particular have changed positively. All levels, sectors and localities have a clearer view of the current status of infrastructure, human resources, data, security and safety and the need for improvement to meet the requirements.

Many utilities from population data, citizen identification, and electronic identification have been provided, and people and society have enjoyed better and better. 38/53 essential public services related to people have been provided on the national public service portal; of which, 36 public services are implemented in a complete process that people can perform at any time, anywhere, without having to directly contact state agencies, reducing paperwork and travel costs.

Ha Tinh has completed issuing CCCD cards to 100% of eligible citizens in the province, ranking 2nd nationwide.

The project contributes to changing the method of citizen management from manual, using documents to modern management methods, applying information technology; improving the quality, efficiency, and accuracy in managing basic information of citizens between ministries, branches, and localities; saving time, effort, and facilities in building and operating specialized databases.

The project has created and increasingly improved, connected, and shared databases serving national digital transformation, aiming to build a national data center. From the original population data, it has promoted data cleaning and authentication, supported the creation of data for industries, contributed to saving, preventing waste, and increasingly perfecting databases serving national digital transformation...

At the conference, delegates evaluated the results achieved in the past 2 years; shared good experiences and creative ways of doing things of units and localities; and pointed out the contents that are still behind schedule, the remaining difficulties and problems in terms of institutions, mechanisms, policies, implementation process and proposed key solutions in the coming time.

Concluding the conference, Prime Minister Pham Minh Chinh affirmed: After 2 years of implementing Project 06, initial positive results have been achieved, which have been agreed upon, supported and highly appreciated by people and businesses, contributing to changing management methods and improving the quality and efficiency of citizen management, limiting negativity and "petty corruption", saving time and effort and creating an important foundation for deploying online public services to serve people and businesses, promoting the development of digital government, digital economy and digital society. Project 06 is one of the "bright spots" of digital transformation in the past 2 years.

Affirming that digital transformation is an inevitable requirement, but this is also a very difficult and unprecedented task. Without high political determination and drastic actions, it will be difficult to achieve results. Prime Minister Pham Minh Chinh requested ministries, branches and localities to make greater efforts and direct decisively to promote the combined strength of the entire political system in organizing the implementation of Project 06.

Promote decentralization, delegation of authority, individualization of responsibilities, allocation of resources, and promotion of the responsibility of leaders in implementing Project 06 in particular and national digital transformation in general; develop a mechanism to monitor and supervise the implementation of the national population database; promote the implementation of a number of important pilot and testing mechanisms for expansion in the coming time; promote the spirit of proactiveness, innovation, daring to think and dare to do for the common good, and have solutions to remove "bottlenecks" in implementing Project 06.

Focus on perfecting institutions, mechanisms, and policies for national digital transformation in general and Project 06 in particular with the motto of one document regulating many other documents, concise, clear, easy to do, easy to monitor, easy to check; institutions must be one step ahead to promote national digital transformation faster and more sustainably.
