On the afternoon of November 20, the Ho Chi Minh City Party Committee held a ceremony to hand over decisions on cadres. At the ceremony, the Standing Committee of the Ho Chi Minh City Party Committee announced the decision to appoint Associate Professor, Dr. Tran Hoang Ngan, member of the Party Committee and Secretary of the Ho Chi Minh City Party Committee, to the position of assistant to Secretary Nguyen Van Nen.

Because Mr. Ngan is currently a National Assembly delegate, participating in the 6th session of the 15th National Assembly, only the appointment decision was announced at the ceremony.

Meritorious teacher, Associate Professor, Dr. Tran Hoang Ngan was born in 1964, from Tien Giang province. He has a Bachelor's degree in English, a Bachelor's degree in Banking Credit, and a Senior degree in Political Theory.

From November 1985 to October 1992, he was a lecturer at Ho Chi Minh City University of Economics. From October 1992 to June 2008, he was a lecturer, Deputy Head, Head of Finance - Credit Department; Deputy Head, Head of Banking Department, Ho Chi Minh City University of Economics.

From June 2008 to February 2015, he was an Excellent Teacher, Deputy Secretary of the Party Committee, Vice Principal of Ho Chi Minh City University of Economics.

From July 2011: he was a member of the 13th National Assembly; Member of the National Monetary and Financial Policy Advisory Council. From February 2015 - December 2015: Party Secretary, Principal of Ho Chi Minh City University of Finance and Marketing.

From January 2016 to June 23, 2019, he was a member of the 10th City Party Committee, Party Secretary, Director of the Academy of Officials; a member of the 14th National Assembly from July 2016.

From June 24, 2019 to present, he is Party Secretary, Director of the Institute for Development Studies of the City; Member of the City Party Committee; Member of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Member of the Prime Minister's Economic Advisory Group. July 2021: Member of the 15th National Assembly, Member of the Economic Committee of the National Assembly.

Associate Professor, Dr. Tran Hoang Ngan was awarded a certificate of merit by the Prime Minister in 2001, the Second Class Labor Medal in 2016; and the 30-year Party membership badge.

Previously, in October 2022, the Standing Committee of the Ho Chi Minh City Party Committee decided to accept and appoint Associate Professor, Dr. Tran Hoang Ngan to hold the position of Secretary of Mr. Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee.
