Reflecting to Tuoi Tre Online , the principal of Ha Huy Tap High School, Vinh City, Nghe An said that the school has requested local authorities and functional forces to intervene in handling the situation of prolonged parking in front of the school gate.
In early March, when a 26-storey commercial apartment building with more than 500 apartments on Phan Boi Chau Street - opposite Ha Huy Tap High School, had many residents living there, there was rampant parking.

Mr. Cao Thanh Bao - principal of Ha Huy Tap High School - said the reason is that the number of cars from the apartment buildings near the school does not have enough parking space, so many people bring their cars to park in front of the school gate, causing potential traffic safety problems for students, especially during rush hour (the whole school has more than 2,000 students - PV) going to and from school.
"Some days, some cars even park overnight, without leaving a phone number on the car for the school security to contact. Students have a hard time getting through to the school.
Then the school had to ask the traffic police to track down the license plate number and find the new owner to get the car out," said Mr. Bao.
Every day, taking her 10th grade child to school, Ms. Nguyen Thi Hang, 39 years old, residing in Le Loi ward, Vinh city, said at parent meetings that she was very upset about the situation of people parking their vehicles encroaching on sidewalks, roads and in school areas.

According to the Vinh City People's Committee, in response to the proposal of Ha Huy Tap High School, since February 3, the city has issued a document on strengthening traffic order and safety; including installing signs prohibiting left turns during rush hours (6:30 - 7:30 a.m. and 4:30 - 5:30 p.m.) for cars on Phan Boi Chau Street, before the left turn at the gate of Ha Huy Tap High School, from Le Loi Street to Truong Chinh Street.
Install no parking signs on Phan Boi Chau Street, through Ha Huy Tap High School area (from the intersection with Nguyen Dinh Chieu Street to alley 10, Phan Boi Chau Street) from Truong Chinh Street to Le Loi Street.
After installing the sign, the Vinh City Traffic Police also deployed forces to propagate, remind, and handle violations against vehicle owners who parked in front of the school gate.
However, at times when there are no authorities present, many vehicle owners still deliberately violate the law and continue to do so.
According to Decree 168 of the 2024 Law on Road Traffic Order and Safety, stopping a vehicle where there is a "no stopping and parking" sign will be fined from 600,000 - 800,000 VND; stopping or parking in violation of regulations causing traffic congestion will be fined from 4 - 6 million VND and 2 driving license points will be deducted.
