Quietly "picking up rice"
Ms. Dang Thi Kim Quyen was born in 1991. In 2013, she graduated from Hanoi Law University with a degree of honors. In 2014, she passed the civil service exam to work at the Administrative Procedure Control Department (Hanoi Department of Justice).
After 3 years working at the Department of Justice, she became a specialist at the Administrative Procedure Control Department (Office of the Hanoi People's Committee). In November 2024, she was seconded to the City Public Administration Service Center and officially transferred to this Center from February 2025.

Talking about the work of controlling administrative procedures, Ms. Quyen compared it to picking rice, because this is a quiet, meticulous job, however, the results are very useful for society.
Typically, when she was at the Administrative Procedure Control Department, Ms. Quyen was assigned to inspect administrative procedures, advise on internal administrative procedures, and was in charge of many departments, branches, districts, and counties. Ms. Quyen also participated in the appraisal team for communes meeting new rural standards in the capital.
Ms. Quyen has many contributions in advising on building internal administrative procedure settlement processes in the direction of clarifying the responsibilities of each unit for each task; advising on decentralization and authorization to settle administrative procedures... On that basis, in 2024, the city has decentralized the settlement of administrative procedures from the city to the district level, from the district to the commune level for more than 600 administrative procedures, about 40% of administrative procedures (exceeding the target - the Government set a target of 20%). Decentralization and authorization have reduced the intermediate levels, shortened the time to settle administrative procedures, and facilitated people and businesses.
During her time working at the Administrative Procedure Control Department, Ms. Quyen also assisted her comrade in directly advising on Project 06 on non-cash payment of parking fees and non-cash payment of pensions and social insurance benefits. At the same time, she actively reviewed and assessed proposals to simplify administrative procedures of departments and branches.

With those contributions, in 2024, Ms. Dang Thi Kim Quyen received a Certificate of Merit from the Chairman of the City People's Committee for her achievements in implementing the City People's Committee's plan to deploy solutions to apply the National Population Database in paying monthly pensions and social insurance benefits through non-cash payment methods in Hanoi.
Also in 2024, she received a Certificate of Merit from the Chairman of the City People's Committee for her achievements in the emulation movement to carry out her work tasks from 2022 to 2023.
Passionate about work
Before working at the Hanoi City Public Administration Service Center, Ms. Dang Thi Kim Quyen and her colleagues participated in the Project Team to establish the City Public Administration Service Center. After the project was approved, according to the assignment of the leaders, Ms. Quyen worked at the Center's Inspection and Supervision Department.
Despite changing her work agency, Ms. Quyen's main job is still consulting on the inspection of administrative procedures. In addition, when returning to the Center, she has the additional task of regularly and directly supervising the branches of the Public Administration Service Center; indirectly supervising through checking the system and through reports... The workload is large, many days she has to work outside of office hours to ensure work progress, but she still maintains her inherent passion for the job.

Regarding the Inspection and Supervision Department, Ms. Quyen's work focuses more on inspection and supervision. Sometimes she goes directly to the system to view late records, sometimes she monitors via cameras, and sometimes she goes directly to supervise with the inspection team or follows people's complaints.
Ms. Quyen's point of view is: "When checking, it is not to find fault but more importantly to show people where they are wrong, so during the inspection and supervision process, I have to point out the wrong points so that they can make timely adjustments. My role is as a guide, so if people do something wrong, it means I am partly responsible, I need to review whether I have guided them correctly or not."
Having worked in the administrative procedure control field for more than 10 years, Ms. Quyen's concern is that the task of controlling administrative procedures from the city to the grassroots level is difficult. It is especially difficult for civil servants working in the administrative procedure control field at commune, ward and town levels, because this is not a full-time task but a part-time one, and the level of support is still low. Meanwhile, there are people who have worked in the administrative procedure control field for many years and are still very diligent, have solid expertise and are enthusiastic about their work.
Based on that reality, she advised on rewarding those who work in administrative procedure control and participated in developing criteria and developing dossiers for commendation. Thanks to that, in 2023, many collectives and individuals were honored to receive Certificates of Merit from the Chairman of the City People's Committee for their outstanding achievements in administrative procedure control, implementing the "one-stop" and "one-stop" mechanisms in handling administrative procedures.
Controlling administrative procedures is a process in which the person in charge of controlling administrative procedures participates from the drafting stage to the promulgation stage. Once an administrative procedure is available, it is necessary to participate in post-inspection to check whether the implementation of the administrative procedure is in accordance with regulations; at the same time, continue to review whether it can be simplified or not..., aiming for the simplest and most convenient for the people. Therefore, the person in charge of controlling administrative procedures cannot only have passion but also must have extensive knowledge, must diligently read, research, and appraise. In particular, in addition to the knowledge learned, it is necessary to have practice to have accurate advice.

Ms. Quyen's experience in doing a good job of controlling administrative procedures is to diligently study documents and legal documents, combine with going to the field and listening to people's opinions. Especially, if you put your heart and passion into it, no matter what job you do, you will stick with it. For Ms. Quyen, the joy of work is seeing the work go smoothly and bring useful things to society.
