On the afternoon of August 6, at the Government Headquarters, Prime Minister Pham Minh Chinh - Head of the Steering Committee summarizing 20 years of implementing the Government's organizational model chaired the first meeting of the Steering Committee.

Also attending were Deputy Prime Minister Tran Luu Quang, Deputy Head of the Steering Committee; representatives of leaders of a number of central ministries and branches.

The meeting announced Decision No. 269/QD-TTg dated April 2, 2024 of the Prime Minister on the establishment of the Steering Committee to summarize 20 years of implementing the Government's organizational model.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that innovating the Government's organizational and operational model towards streamlining, effective and efficient operations is both a goal and an important driving force and solution to build a state administration that serves the people, is ruled by law, is professional and modern, and ensures that the Government is the highest administrative body exercising executive power. The summary and finalization of the review of the Government's organizational structure are important bases for studying and perfecting the functions, tasks, powers and structures suitable to the new situation, meeting the goal of building and perfecting Socialist Republic of Vietnam State of Law in the new period in the spirit of the Party's Resolutions and Conclusions.

Based on the tasks assigned by the Politburo, the Ministry of Home Affairs has advised the Prime Minister to establish a Steering Committee; thus, we review the functions, tasks, powers and organizational structure of the Government from the XII to XV tenures to focus on unifying the direction of ministries and ministerial-level agencies to deploy the task of summarizing and evaluating the implementation of the functions, tasks, powers, structure and organizational structure of ministries, branches and the Government according to the set goals and requirements.

Today, the Steering Committee held the first meeting to announce the establishment of the Steering Committee; discuss and agree on the summary plan, outline of the 20-year summary report on the organization of the apparatus with the spirit of an honest, active, people-serving Government, with a suitable, streamlined apparatus, operating effectively and efficiently. Is the review of the organization of the apparatus over the past 20 years to assess whether the activities have been "correct and on target" in terms of the set goals? Has the organization of the apparatus been gradually improved over the periods? Is our objective review appropriate? What is inappropriate in terms of political basis, legal basis, and practical basis? On that basis, the Steering Committee proposes a plan suitable to the situation of the country in the new revolutionary period, as well as the renewal period, continuing to affirm the Party's renewal cause, including the renewal of the state apparatus, the renewal of the activities of agencies in the political system.

Our goal is to develop a specific, reasonable, and feasible summary plan, including assigning specific responsibilities and tasks to members of the Steering Committee, relevant ministries, branches, and agencies; develop a comprehensive and systematic summary report, evaluate the results achieved, identify limitations, difficulties, causes, lessons learned, propose orientations and solutions, and perfect the organizational structure of the Government to be streamlined, professional, and operate effectively and efficiently in accordance with the spirit of Resolution No. 27-NQ/TW dated November 9, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the Socialist Republic of Vietnam's rule-of-law State in the new period.

The objectives, tasks and scope of the meeting are to determine the program, plan and direction of the Steering Committee to ensure effectiveness. There is only a little over a year left until the 14th National Party Congress, so we must report to the competent authorities on the summary of the Government's 20 years of operation, propose tasks and solutions, and build an honest Government that acts for the people.

We have unified policies, unified methods of doing and operating, on that basis we will survey, evaluate and systematize the activities of the Government and the Government apparatus to ensure that the Government is truly the highest administrative body of the State exercising executive power.
