After reviewing the reports, submissions and based on the opinions of the members of the 14th Party Congress Personnel Subcommittee and the Working Group, in his concluding remarks at the meeting, General Secretary To Lam, Head of the 14th Party Congress Personnel Subcommittee, emphasized that the 14th Party Congress has an important turning point, a special milestone on the development path of our country, opening a new era, "the era of striving to develop richly and prosperously for the nation".

This is the time to vigorously, comprehensively and synchronously carry out the revolution of streamlining the organizational apparatus from the central to grassroots levels to improve the effectiveness, efficiency and operational efficiency of the political system.

At the same time, it requires continuing to strengthen the Party's leadership, creating new changes and breakthroughs, bringing the country to rapid and sustainable development, catching up with developed countries in the region and the world.

The General Secretary pointed out that, from that context, the situation poses very high requirements for us in preparing and improving the quality of documents of the 14th National Party Congress, including the Personnel Work Orientation.

To fulfill this important task, summarizing and evaluating the personnel work of the 13th National Party Congress to build and perfect the Personnel Work Direction for the 14th National Party Congress term is especially important, ensuring implementation according to the Party's principles, processes and regulations; strict, democratic, objective, scientific and highly practical.

The General Secretary noted that during the preparation process, special attention must be paid to the quality of human resources and a harmonious and reasonable structure must be established.

The ultimate goal is to build a collective of the Party Central Committee, the Politburo, the Secretariat, especially key leaders who are truly exemplary in moral qualities, capacity, and prestige; with high solidarity, unity, joint efforts, determination to innovate and well perform the Party's mission and leadership role for the country in the new era; contributing to bringing prosperity and happiness to the people.

The General Secretary said that the Personnel Subcommittee of the 14th Party Congress basically agreed with the Report, Submission and draft of the Personnel Work Orientation for the 14th Party Congress, including orientations for the number and structure of the 14th Party Central Committee, Politburo and Secretariat; ensuring synchronization and close connection with the effective implementation of the policies and Resolutions of the 13th Party Central Committee, Politburo and Secretariat on rearranging and streamlining the organizational apparatus of agencies, units and localities in the political system.

On behalf of the 14th Party Congress Personnel Subcommittee, praising and appreciating the sense of responsibility and careful preparation of the Standing Committee of the Personnel Subcommittee and the Working Group, General Secretary To Lam assigned the Standing Committee of the Personnel Subcommittee to study and fully absorb the opinions of the members of the Personnel Subcommittee and the Working Group, continue to review and complete the related contents stated in the draft reports of the 14th Party Congress Personnel Subcommittee and the draft Personnel Work Orientation to be submitted to the Politburo for consideration and comments, before submitting to the 11th Conference of the 13th Party Central Committee for consideration according to regulations.
