Chairing the conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 year, Prime Minister Pham Minh Chinh once again emphasized that human resources are the most important factor, deciding the success or failure of each country, and affirmed that education and training play a particularly important role in creating quality human resources to meet the requirements of national development.
According to the Prime Minister, to effectively implement the Politburo ’s “four pillar resolutions” on breakthroughs in science and technology development, innovation, national digital transformation; international integration; law making and enforcement; and private economic development, people are needed. And to have quality people, we must start with education.
However, education and training is showing significant shortcomings. These include fragmented program scale, unbalanced occupations, low ethics, lack of skills, insufficient teachers, and an unconnected network. The implementation of the 2018 General Education Program is still inadequate. Facilities and equipment are still lacking; innovation in teaching and learning methods, testing and evaluation in many educational institutions is not effective. Vocational education is fragmented and outdated; the structure of occupations and training levels are not suitable; training quality and efficiency are not high; innovation is slow, not flexible and diverse enough to meet the needs of the labor market. Education on ideology, traditions, ethics, lifestyle, and life skills for students is not really effective...
From this reality, the Prime Minister set out the requirement that in the 2025-2026 school year, we must focus on transforming the state from considering education and training as the private work of the sector to the common task of the entire political system, of the entire people, and of the entire society; shifting from equipping knowledge to developing the comprehensive capacity of learners. All thinking, methodology, and approaches to solving problems must be innovated more strongly, and actions must be more drastic in the direction of: All citizens must have equal access to education and training; building more advanced, modern, and practical programs and curricula, combining learning with practice, real learning, real exams, and real efficiency. Focus on overcoming the surplus and shortage of teachers, ensuring the principle of "where there are students, there must be teachers", but must be reasonable and effective.
Education is posing urgent problems, requiring the sector to surpass itself, turning the impossible into possible, what society needs, and to do that well, besides investing in material resources, the quality of human resources in the education sector plays a very important role. That is, education managers must have a vision, teachers must be very beautiful images, not only in knowledge, but also in personality. From quality people in the education sector will create quality human resources for society, capable of shouldering the requirements of the country in the new era.
