Strengthening security, order, environmental sanitation and health care on National Day

To strengthen the work of ensuring safety, security, order, social safety and ensuring environmental sanitation and health during the activities celebrating the 80th anniversary of the August Revolution and National Day September 2 (celebration activities); ensuring that all people can fully enjoy the joy of the great national holiday, the Prime Minister requests:

1. Ministers, Heads of ministerial-level agencies, Government agencies and Chairmen of People's Committees of provinces and centrally run cities:

a) Based on functions, tasks and powers, continue to seriously, creatively and effectively implement the direction of the Central Steering Committee on celebrating major holidays and important events of the country and Official Dispatch No. 139/CD-TTg dated August 21, 2025 of the Prime Minister on strengthening security and order assurance on the occasion of National Day, September 2.

b) Organize regular on-call staff with a responsible leader to ensure creative, effective and timely handling of situations, especially complex issues that arise.

2. Ministry of Public Security, Ministry of National Defense:

a) Directing functional forces to increase patrols, promptly detect, prevent, and strictly handle cases of disturbing security and order; causing disorder and traffic safety; resisting law enforcement officers. Absolutely ensure security and safety for people, especially at places where commemorative activities take place nationwide, protect independence and sovereignty in cyberspace; fight to prevent bad and toxic information on social networking platforms.

b) Closely coordinate with relevant authorities to promptly detect and strictly handle acts of taking advantage of commemorative activities to cause disturbances that disrupt public order, security, safety and security.

3. The Ministry of Health shall preside over and coordinate with relevant ministries, agencies and localities to ensure medical work during the celebration activities.

a) Direct and guide the implementation of activities to ensure disease prevention and control, environmental sanitation, and food safety; be ready to deploy response forces when disease situations occur; regularly direct and guide environmental sanitation; check drinking water, raw materials, and food used at all locations where commemorative activities take place.

b) Mobilize medical facilities, arrange and organize medical staff reasonably to organize medical teams on duty for emergency care throughout the duration and at all locations of the celebration activities; ensure adequate medicine, supplies, equipment, and ambulances; direct a number of medical examination and treatment facilities to prepare hospital beds for situations, especially during the celebration, parade, and march to celebrate the 80th anniversary of the successful August Revolution and National Day, September 2.

c) Strengthen information and propaganda on ensuring medical work; provide full recommendations for people to proactively implement disease prevention, environmental sanitation, and food safety; provide accurate information on medical on-call locations at locations of commemorative activities so that in case of incidents, they can be supported and handled promptly.

4. Hanoi City People's Committee presides over and coordinates with relevant agencies:

a) Ensure adequate toilets, garbage collection areas and increase sanitation capacity, creating a clean, safe and civilized space during the holidays; at the same time, strengthen propaganda work, raise people's awareness of environmental sanitation. Arrange places for people to rest, avoid rain and sun when going to public places, provide free bread, drinks, umbrellas...

b) Mobilize volunteer forces, especially young people, women, veterans... encourage socialization of activities to support the distribution of free food and drinks to serve people watching parades, marches, other sightseeing and entertainment activities and arrange forces ready to support and guide people at locations where activities take place during the holiday. Contribute to expressing gratitude to those who sacrificed for the independence and freedom of the Fatherland, the prosperity and happiness of the People and the forces that are training day and night, participating in activities and protecting the great holiday of the nation.

5. Ministry of Agriculture and Environment

Direct and guide ministries, branches, especially provinces and centrally-run cities, to ensure environmental sanitation at crowded places, parades, marches, art activities, and fireworks displays.

6. Ministry of Construction

Guide localities to check the hardness, bearing capacity, and load-bearing capacity of stages, stands, crowded places, and means of transport, contributing to ensuring traffic safety and especially ensuring the safety and health of people.

7. Prime Minister

Call on people nationwide to join hands to strictly implement the provisions of the law on traffic safety, fire and explosion, hygiene, environment... to avoid jostling and pushing... to ensure a safe and happy day on the occasion of the nation's Independence Day.

8. Ministries, branches and localities

Report daily (before 5:00 p.m.) on the security and order situation within the management function and task to the Prime Minister (via the Government Office). The Government Office monitors, inspects, and urges ministries, branches, and localities to effectively implement the Official Dispatch./.
