The Chairman of the People's Committee of Ha Tinh province affirmed that if any unit or locality is slow in resolving and handling cases, the head of that unit or locality must take responsibility.

On the morning of September 15, Chairman of the Provincial People's Committee Vo Trong Hai, Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Dinh Hai and Vice Chairman of the Provincial People's Council Tran Van Ky chaired the regular citizen reception session in September 2023.

At the citizen reception session, Deputy Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Tuan reported on the results of implementing the instructions of the Provincial Party Secretary at regular citizen reception sessions and the results of receiving and handling petitions in September 2023.

In the previous regular citizen reception session, the Provincial Party Secretary directed the relevant agencies to focus on resolving the cases that had been directed. However, up to now, there are still 3 cases that have not been resolved.

From August 13 to September 13, 2023, the Provincial Party Committee's Internal Affairs Committee received, classified and processed 10 petitions (1 complaint, 9 petitions and reflections). Of which, 1 petition was sent by the Central Party Committee's Internal Affairs Committee, 1 petition was sent by a citizen to the Provincial Steering Committee for Anti-Corruption and Negativity; 8 petitions were sent to the Provincial Party Committee's Internal Affairs Committee and the Head of the Provincial Party Committee's Internal Affairs Committee.

The Provincial Party Committee's Internal Affairs Committee forwarded 2 petitions to the competent authority for settlement; 1 petition was coordinated with the Provincial Citizen Reception Committee to include in the list of proposals for the Chairman of the Provincial People's Committee to receive at the regular citizen reception session in September 2023; 1 petition is being reviewed. The remaining petitions are kept for monitoring according to regulations because of duplication, sent to the correct competent authority for settlement or have been transferred to competent authorities for settlement.

The Standing Committee and committees of the Provincial People's Council have received and processed 7 petitions from organizations and citizens; of which, 6 petitions were kept and monitored because they did not meet the requirements or had been considered and resolved, and 1 petition was transferred to the competent authority.

The delegates also listened to the results of monitoring and urging the assigned cases at the regular citizen reception sessions of the Provincial Citizen Reception Committee. Accordingly, there were 6 cases that had been reported and responded to by citizens and 7 cases that had not yet reached the reporting deadline and were being continued to be monitored and summarized.

Regarding regular citizen reception, from August 10 to September 10, 2023, the Provincial Citizen Reception Committee received 9 cases; for regular citizen reception, it received 11 times/11 cases; received and processed 179 petitions; advised the Provincial People's Committee on documents to assign and transfer petitions to competent agencies to resolve 121 cases; the remaining 58 petitions did not meet the conditions for processing, creating records for archiving and monitoring.

At the citizen reception session, Ms. Nguyen Thi Thao (residing in Hoi Tien village, Xuan Hoi commune, Nghi Xuan) requested to determine the boundary and time for placing traffic safety markers on TL1 road (DT 546) through Xuan Hoi commune to issue land use right certificates to her family. Citizens did not agree with the content of the response documents from Nghi Xuan District People's Committee and the Department of Transport.

The presiding comrades assigned the Chairman of Nghi Xuan District People's Committee to direct relevant departments and branches to be responsible for carefully reviewing the documents, thereby having a plan to handle the citizens in accordance with the law. At the same time, report back to the Chairman of the Provincial People's Committee and respond to citizens before October 15, 2023.

Mr. Tran Trung Van (village 3, Xuan Hong commune, Nghi Xuan) made a request regarding the issuance of a land use right certificate to his family for the land plot he had transferred. The chair of the citizen reception session assigned Nghi Xuan district to focus on directing the acceleration of the settlement process, ensuring the rights of citizens.

Also at the citizen reception session, after listening to Mr. Nguyen Ba Tuy (Dong Thanh Lam village, Lam Trung Thuy commune, Duc Tho) request to return the land plot on map sheet No. 04 to his family, the chair of the reception session assigned the relevant agencies to respond to the handling and resolution for citizens on September 20; at the same time, explain and clarify for citizens to understand and comply.

Citizen Truong Thi Trien (Vinh Son village, Cam Son, Cam Xuyen) presented a petition related to site clearance work for the North-South expressway project.

Citizen Truong Thi Trien (Vinh Son village, Cam Son, Cam Xuyen), citizen Ha Huy Phu (Thang Thanh village, Cam Hung, Cam Xuyen) presented petitions related to the land acquisition and clearance work for the North-South expressway project. The chair assigned the People's Committee of Cam Xuyen district to continue reviewing and implementing the processes and procedures in accordance with the provisions of the law on land and to provide a full written response to the citizens by September 30.

Regarding the site clearance work for the North-South expressway project, citizen Hoang Thi Sao (Cam Quan, Cam Xuyen) also made a request at the meeting and was clarified by the chairmen.

Receiving the complaint from Mr. Tran Tuan Dinh (Xuan Vien, Nghi Xuan) regarding the preparation of documents and procedures for land separation, the presiding comrades assigned the competent authority to handle it in accordance with the provisions of law.

Concluding the citizen reception session, Chairman of the Provincial People's Committee Vo Trong Hai requested that for cases that have been concluded, it is necessary to focus on handling them quickly; reviewing "from the root" to completely resolve the backlog.

State agencies must uphold their responsibility in receiving complaints, denunciations, and reflections from citizens and closely follow regulations to gradually resolve them in an objective and lawful manner.

The Provincial People's Committee Office directs competent departments, branches and localities to focus on resolving and handling the issue and provide clear written responses to citizens. If any unit or locality is slow, the head of that unit or locality must take responsibility. Resolved cases need to be widely announced to citizens.
